PLACE OF MEETING: Scotland County Courthouse Commission Chambers
The meeting was called to order at 8:30 A.M.
PRESENT WERE: Presiding Commissioner, Duane Ebeling, Eastern District Commissioner, Brent Rockhold, Western District Commissioner, David Wiggins, and County Clerk, Batina Dodge.
Commissioner Wiggins moved to approve the consent agenda; seconded by Commissioner Rockhold. Motion carried 3-0.
The minutes from June 9, 2021, were presented. Commissioner Rockhold moved to approve the regular session minutes; seconded by Commissioner Wiggins. Motion carried 3-0.
The Commission audited and signed checks.
Cindy Justice called to request permission to place detour signs out to re-route traffic to Mayberry Farms due to the bridge being closed for replacement on Highway 15. The Commission approved the request as long as signs are in the county right-of-way and do not obstruct current signage or vision.
The Commission reviewed budget reports for May 2021.
Dale Bienusa called to follow-up on the meeting with the Missouri Department of Conservation on June 8th.
Seeing no further business, Presiding Commissioner Ebeling adjourned the meeting at 12:00 P.M.

PLACE OF MEETING: Scotland County Courthouse Commission Chambers
The meeting was called to order at 8:30 A.M.
PRESENT WERE: Presiding Commissioner, Duane Ebeling, Eastern District Commissioner, Brent Rockhold, Western District Commissioner, David Wiggins, and County Clerk, Batina Dodge.
Commissioner Rockhold moved to approve the consent agenda; seconded by Commissioner Wiggins. Motion carried 3-0.
The minutes from June 10, 2021, were presented. Commissioner Wiggins moved to approve the regular session minutes; seconded by Commissioner Rockhold. Motion carried 3-0.
Jimmie Curry called regarding safety concerns because of increased traffic on County Roads 562 and 563 due to the bridge construction on Highway 15 north of Memphis. Curry requested the Commission install speed limit signs to slow traffic, and requested the County split the cost of dust control Curry had applied to the county road. The Commission let Curry know they would be discussing the issue and what they could do to address it.
Michelle Curry called regarding safety concerns on County Roads 562 and 563.
The Commission called Amy Crawford, MoDOT Area Engineer, to see what assistance MoDOT could provide regarding the increased traffic on County Roads 562 and 563. Crawford reiterated that MoDOT has a signed detour (Highway 136 to Highway 63 to Iowa Highway 2), and that they will provide the County no assistance for dust control or county road maintenance. The Commission requested the use of speed limit signs from MoDOT. Crawford agreed to check on the use of signage and get back to the Commission.
The Commission contacted Evan Glasgow, Knox County Presiding Commissioner, to inquired what Knox County did on their county roads used while the bridge was being replaced on Highway 15 north of Edina. Glasgow said they used speed limit signs, and that MoDOT did help them with dust control.
Michael Billings, interim Road and Bridge Supervisor, met with the Commission to discuss current projects and equipment.
The Commission contacted State Representative Greg Sharpe regarding MoDOT’s signed detour around Highway 15 and the increased traffic and safety concerns on county roads. Shape agreed to discuss the issue with MoDOT.
Doug Johnson expressed safety concerns on County Road 565 because of increased traffic due to bridge construction on Highway 15 north of Memphis.
The Commission called Senator Cindy O’Laughlin regarding MoDOT’s signed detour around Highway 15 and the increased traffic and safety concerns on county roads. O’Laughlin agreed to discuss the issue with MoDOT. She also requested the price of calcium used for dust control and pictures of the traffic on the affected county roads.
The Commission called Doug Ward to inquire about pricing for calcium used for dust control. Ward reported that the price is $1.10 per gallon. The application rate is one to one and one-half gallons per foot, which would result in a cost of nearly $14,000 to apply calcium to County Roads 562 and 563 that are being used to bypass the bridge construction on Highway 15.
Richard Harper called to discuss safety concerns on County Road 562 and 563 with the Commission. Harper also offered a monetary donation to assist with dust control application if that is what the Commission decides to do.
The Commission signed court order 19-2021 and 20-2021.
Mandy from the Kirksville Job Center called to let the Commission know that they will be having a job fair in Memphis on July 30th from 11:00 AM to 5:00 PM at the Boyer Event Center. The job fair will include employers from Clark, Knox, Scotland, and Schuyler counties.
The Commission reviewed updates to the job description for Road and Bridge Supervisor. Commissioner Wiggins moved to approve the changes. The motion was seconded by Commissioner Rockhold and carried 3-0.
The Commission reviewed an inter-governmental agreement between the County and Village of Arbela concerning rock hauling and application. Commissioner Rockhold moved to approve the proposal. The motion was seconded by Commissioner Wiggins and carried 3-0. Commissioner Rockhold will present the proposal to the Arbela Board of Trustees at their next meeting.
Sheriff Bryan Whitney called to update the Commission on concerns he is receiving about County Roads 562 and 563. Whitney reported that he has requested the speed trailer and traffic counter from NEMO Regional Planning.
The Commission signed Amendment #1 Closeout of Category Z Project 01184(1) for FEMA Disaster 4451.
MoDOT approval of supplemental agreement #3 on Project BRO-B099(23) was received by the Commission.
The Commission called Chris Feeney, Transportation Planner for NEMO Regional Planning, to request historical traffic counts on Highway 15 north of Memphis and on Lovers Lane. Feeney will check on historical data and agreed to gather traffic counts moving forward for comparison.
Morgan Sites left a message for the Commission that she was almost hit head-on twice traveling to Memphis on county roads trying to bypass Highway 15.
Commissioner Wiggins moved to enter executive session at 11:49 AM pursuant to RSMo § 610.021(1). The motion was seconded by Commissioner Rockhold and carried 3-0.
Commissioner Rockhold moved to exit executive session at 12:07 PM. The motion was seconded by Commissioner Wiggins and carried 3-0.
Seeing no further business, Presiding Commissioner Ebeling adjourned the meeting at 12:09 P.M.
