PLACE OF MEETING: Scotland County Courthouse Commission Chambers
The meeting was called to order at 8:30 A.M.
PRESENT WERE: Presiding Commissioner, Duane Ebeling, Eastern District Commissioner, Brent Rockhold, Western District Commissioner, David Wiggins, and County Clerk, Batina Dodge.
Commissioner Wiggins moved to approve the consent agenda; seconded by Commissioner Rockhold. Motion carried 3-0.
The minutes from June 23, 2021 were presented. Commissioner Rockhold moved to approve the regular session minutes with corrections; seconded by Commissioner Wiggins. Motion carried 3-0.
Tommy Small of Knox County Stone met with the Commission to present his recommendations for the heavy use of County Roads 562 and 563.
Lisa Garrison of Senator Cindy O’Laughlin’s office called to notify the Commission that the Senator will be in Scotland , Clark, and Knox counties on June 29th with a MoDOT Commissioner to give a tour of road conditions. Garrison requested meeting space for the commissioners from the three counties to meet with Senator O’Laughlin and the MoDOT commissioner.
A meeting of elected officials convened at 10:00 with the following in attendance: Duane Ebeling, Presiding Commissioner; David Wiggins, Western District Commissioner; Brent Rockhold, Eastern District Commissioner; Batina Dodge, County Clerk; Dana Glasscock, Recorder of Deeds; Kathy Kiddoo, Treasurer; Bryan Whitney, Sheriff; Jeff Davis, Coroner; Kimberly Nicoli, Associate Circuit Judge; Michael Billings, interim Road and Bridge Supervisor; and Diane Tague, Deputy Collector. Each office holder gave a short report of activity in their office. The next meeting date was set for September 23, 2021 at 10:00 A.M.
The Commission approved Progress Invoice #12 for Project RRP-000S(581).
A representative of the public defender’s office presented the Commission with a new lease agreement for rent for the public defender’s office. Commissioner Rockhold moved to approve the lease minus the additional $62.08 for the first two quarters (July-December 2021). Commissioner Wiggins seconded the motion, and the motion carried 3-0.
Commissioner Rockhold moved to appoint Diane Tague as interim Collector of Revenue beginning July 1, 2021. The motion was seconded by Commissioner Wiggins, and carried 3-0.
Seeing no further business, Presiding Commissioner Ebeling adjourned the meeting at 12:08 P.M.

The minutes from June 24, 2021, were presented. Commissioner Wiggins moved to approve the regular and executive session minutes; seconded by Commissioner Rockhold. Motion carried 3-0.
The Commission received a letter of resignation from the Health Department Board from Patty Freburg.
Brian Brush expressed concerns about the maintenance and rock on County Road 960. Brush also reported that a bridge west of him is washing out.
Michael Billings, interim Road and Bridge Supervisor, met with the Commission to discuss current projects and equipment.
The Commission signed court order 21-2021.
The Commission audited and signed checks.
The Commission reviewed monthly fuel reports for road and bridge.
Commissioner Wiggins left at 10:30 A.M.
The Commission approved an invoice for Shelley Landscaping for trimming shrubs at the courthouse.
Seeing no further business, Presiding Commissioner Ebeling adjourned the meeting at 12:09 P.M.
The Scotland County Commission adjourned to meet in regular session on Thursday, July 1, 2021.
