PLACE OF MEETING: Scotland County Courthouse Commission Chambers.
The meeting was called to order at 8:30 A.M.
PRESENT WERE: Presiding Commissioner, Duane Ebeling, Eastern District Commissioner, Brent Rockhold, Western District Commissioner, David Wiggins, and County Clerk, Batina Dodge.
Commissioner Wiggins moved to approve the consent agenda; seconded by Commissioner Rockhold. Motion carried 3-0.
The minutes from May 27, 2021, were presented. Commissioner Rockhold moved to approve the regular session minutes; seconded by Commissioner Wiggins. Motion carried 3-0.
The Commission signed court orders 17-2021 through 18-2021.
Michael Billings, interim Road and Bridge Supervisor, met with the Commission to discuss current projects and equipment.
The Commission reviewed revenue reports for January through May 2021.
The Commission reviewed the 2020 workers compensation premium audit.
Ginger Bull called regarding County Road 865. The road has been abandoned past her house for years due to a bridge being out. Bull would like the road reopened. The Commission will investigate the matter and will be in contact with Bull.
Danny Norton commended the quick response to his concern about a bridge approach washing out. Norton also inquired about rock for the fairgrounds. The county did not haul the two free loads in 2020, so four loads will be donated for 2021. The fair board purchased four additional loads plus one load of B6X.
The Commission returned a call to Jason Small who inquired about a “no outlet” sign for Gunns Branch Road. The Commission advised Small that they cannot put signage on a private road.
Diane Tague, Deputy Collector, expressed her interest to the Commission in the interim collector appointment.
The Commission ordered solicitation of applications for the interim collector appointment.
Seeing no further business, Presiding Commissioner Ebeling adjourned the meeting at 12:00 P.M.

The meeting was called to order at 10:00 A.M.
PRESENT WERE: Presiding Commissioner, Duane Ebeling, Eastern District Commissioner, Brent Rockhold, Western District Commissioner, David Wiggins, and County Clerk, Batina Dodge.
The Commission attended the Northeast Regional Commissioners meeting in Ralls County, Missouri. Speakers for the meeting included Corey Mehaffy, Lynn Hodges, and Judge Rachel Bringer Shepherd.

The meeting was called to order at 9:00 A.M.
PRESENT WERE: Presiding Commissioner, Duane Ebeling, Eastern District Commissioner, Brent Rockhold, Western District Commissioner, David Wiggins, and County Clerk, Batina Dodge.
Sarah Parker Pauley, Director Missouri Department of Conservation; Randy Dohman, Protection Supervisor Missouri Department of Conservation; Danny Hartwig, Regional Administrator Missouri Department of Conservation; Chris Grote, District Supervisor Missouri Department of Conservation; Shannon Smith, Agent Missouri Department of Conservation; and Aaron Jefferies of Missouri Department of Conservation met with the Commission in response to correspondence issued by the Commission on April 16, 2021 requesting MDC to consider filling the vacant conservation agent position in Scotland County. Also in attendance were Sheriff Bryan Whitney and Dale Bienusa. Representatives of MDC stressed that Scotland County does currently have an agent in the combined district of Schuyler and Scotland counties, and that the combined district is not a permanent decision. In addition to the vacancy in Scotland County, MDC has 24 other vacancies around the state.
Seeing no further business, Presiding Commissioner Ebeling adjourned the meeting at 10:15 A.M.

Commissioner Rockhold moved to approve the consent agenda; seconded by Commissioner Wiggins. Motion carried 3-0.
The minutes from June 2, 2021and June 8, 2021 were presented. Commissioner Wiggins moved to approve the regular and special session minutes; seconded by Commissioner Rockhold. Motion carried 3-0.
Kathy Kiddoo, Treasurer, presented the Commission with a monthly settlement of funds.
Michael Billings, interim Road and Bridge Supervisor, met with the Commission to discuss current projects and equipment. Billings reported that he inspected County Road 865 in response to a request made on June 6, 2021 by Ginger Bull to bring the road past her house into a routine maintenance schedule. Billings believes the brush needs chipped along the right-of-way and a culvert replaced in order to bring the road back to shape.
Brett Peters, Altorfer salesman, presented the Commission with pricing to change their current trade-in of a 140M motor grader to a 140H for the purchase of a 150-15. Commissioner Rockhold moved to accept the change in trade to the new offer for the 140H. The motion was seconded by Commissioner Wiggins and carried 3-0.
Commissioner Wiggins moved to appoint Stephanie Shalley as a member of the Health Department Board due to the resignation of Melissa Emel. The motion was seconded by Commissioner Rockhold and carried 3-0.
