PLACE OF MEETING: Scotland County Courthouse Commission Chambers
The meeting was called to order at 8:30 A.M.
PRESENT WERE: Presiding Commissioner, Duane Ebeling, Eastern District Commissioner, Brent Rockhold, Western District Commissioner, David Wiggins, and County Clerk, Batina Dodge.
Commissioner Wiggins moved to approve the consent agenda; seconded by Commissioner Rockhold. Motion carried 3-0.
The minutes from April 28, 2021 were presented. Commissioner Rockhold moved to approve the regular session minutes; seconded by Commissioner Wiggins. Motion carried 3-0.
The Commission audited and signed checks.
The Commission reviewed fuel, maintenance, and overtime reports.
The Commission signed court order 5-2021.
Carl Trueblood notified the Commission that a tube on County Road 550 needs repair.
Christi Wiley discussed American Rescue Plan funds with the Commission on behalf of the Scotland County Larger Parrish.
Michael Billings, interim Road and Bridge Supervisor, presented the Commission with pricing for culverts and a new bit system.
The Commission contacted Seppelt Electric about replacing electric fire alarms in the courthouse.
Seeing no further business, Presiding Commissioner Ebeling adjourned the meeting at 12:00 P.M.

PRESENT WERE: Presiding Commissioner, Duane Ebeling, Eastern District Commissioner, Brent Rockhold, Western District Commissioner, David Wiggins, and County Clerk, Batina Dodge.
Commissioner Rockhold moved to approve the consent agenda; seconded by Commissioner Wiggins. Motion carried 3-0.
The minutes from April 29, 2021 were presented. Commissioner Wiggins moved to approve the regular session minutes; seconded by Commissioner Rockhold. Motion carried 3-0.
The Commission approved a purchase order for Dana Glasscock, Recorder to purchase stamps.
Commissioner Wiggins moved to waive the 2021 liquor license fee for the Scotland County Fair Board. The motion was seconded by Commissioner Rockhold and carried 3-0.
The Commission signed court orders 6-2021 through 12-2021.
Michael Billings, interim Road and Bridge Supervisor, met with the Commission to discuss current projects. Billings presented the Commission with bids for air compressors. Commissioner Rockhold moved to accept the bid from Northern Tool. The motion was seconded by Commissioner Wiggins and carried 3-0. Billings also presented the Commission with pricing for tires. The Commission will allow Billings to purchase tires at his discretion. Billings reported that the mower at the road and bridge facility quit and is not repairable. The Commission ordered solicitation of mowing bids for the road and bridge facility.
Kimberly Nicoli, Association Circuit Judge, discussed the law library account with Thomson Reuters with the Commission. The Commission approved a new five-year agreement which was previously approved but unprocessed by Thomson Reuters.
The Commission reviewed the collector’s annual settlement (Form 205). Commissioner Wiggins moved to approve the settlement as presented. The motion was seconded by Commissioner Rockhold and carried 3-0.
Seeing no further business, Presiding Commissioner Ebeling adjourned the meeting at 12:00 P.M.
