PLACE OF MEETING: Scotland County Courthouse Commission Chambers
The meeting was called to order at 8:30 A.M.
PRESENT WERE: Presiding Commissioner, Duane Ebeling, Eastern District Commissioner, Danette Clatt, Western District Commissioner, David Wiggins, and County Clerk, Batina Dodge.
Commissioner Wiggins moved to approve the consent agenda; seconded by Presiding Commissioner Ebeling. Motion carried 3-0.
The minutes from October 14, 2020 were presented. Commissioner Clatt moved to approve the regular and executive session minutes; seconded by Commissioner Wiggins. Motion carried 3-0.
The Commission returned a call to Danny Emel who voiced a complaint regarding the wind whistling through the tower constructed on Lindell Boulevard.
Anita Watkins, Circuit Clerk, requested a new water fountain for the second floor of the courthouse.
The Commission signed court orders 42-2020 through 45-2020.
Commissioner Wiggins left at 9:50 A.M. to attend a virtual meeting for the MoDOT LPA Advisory Committee.
April Wilson, Prosecuting Attorney, discussed serving a special prosecutor for Clark County with the Commission.
Glen Altum called to report County Road #158 needs grading.
Seeing no further business, Presiding Commissioner Ebeling adjourned the meeting at 12:10 P.M.

The meeting was called to order at 8:30 A.M.
PRESENT WERE: Presiding Commissioner, Duane Ebeling, Eastern District Commissioner, Danette Clatt, Western District Commissioner, David Wiggins arrived at 10:50 A.M., and County Clerk, Batina Dodge.
Commissioner Clatt moved to approve the consent agenda; seconded by Presiding Commissioner Ebeling. Motion carried 2-0.
The minutes from October 15, 2020 were presented. Presiding Commissioner Ebeling moved to approve the regular and executive session minutes; seconded by Commissioner Clatt. Motion carried 2-0.
The Commission signed a grant agreement from the Center for Tech and Civil Life for a $5,000.00 grant issued for the purpose of planning and operationalizing 2020 elections.
Commissioner Clatt moved to enter executive session at 9:00 A.M. pursuant to RSMo § 610.021(1). The motion was seconded by Presiding Commissioner Ebeling, and carried 2-0.
Commissioner Clatt moved to exit executive session at 9:40 AM. The motion was seconded by Presiding Commissioner Ebeling, and carried 2-0.
Lori Melton of the State Auditor’s office called the Commission to discuss opting into the State’s RFP for audit. The Commission agreed to opt into the State’s scope of work.
BKD called the Commission to discuss internal controls for the CARES funds received by the County.
The Commission approved invoice #51635 to Ellis, Ellis, Hammons & Johnson for legal services.
Ryan Clark, Road and Bridge Supervisor, met with the Commission to discuss current projects.
The Commission signed court orders 46-2020 through 52-2020.
Seeing no further business, Presiding Commissioner Ebeling adjourned the meeting at 12:00 P.M.
