PLACE OF MEETING: Scotland County Courthouse Commission Chambers.
The meeting was called to order at 8:30 A.M.
PRESENT WERE: Presiding Commissioner: Duane Ebeling, Eastern District Commissioner, Danette Clatt, Western District Commissioner, David Wiggins, and Deputy County Clerk, Nancy McClamroch.
Commissioner Wiggins moved to approve the consent agenda; seconded by Presiding Commissioner Ebeling. Motion carried 3-0.
Commissioner Clatt moved to approve the minutes from August 12, 2020. Commissioner Wiggins seconded the motion. Motion carried 3-0.
Commissioner Wiggins moved to approve the executive minutes from August 12, 2020. Commissioner Ebeling seconded the motion. Motion carried 3-0.
Danny Norton was in to request 2 loads of rock for the Scotland County Fairgrounds.
Seeing no further business, Commissioner Ebeling adjourned the meeting at 12:00 P.M.
The Scotland County Commission adjourned to meet in regular session on Wednesday, August 19, 2020.

The meeting was called to order at 8:30 A.M.
PRESENT WERE: Presiding Commissioner, Duane Ebeling, Eastern District Commissioner, Danette Clatt, Western District Commissioner, David Wiggins, and County Clerk, Batina Dodge.
Commissioner Wiggins moved to approve the consent agenda; seconded by Presiding Commissioner Ebeling. Motion carried 3-0.
The minutes from August 13, 2020 were presented. Commissioner Clatt moved to approve the regular session minutes; seconded by Commissioner Wiggins. Motion carried 3-0.
The Commission approved invoice #1003 to 54 Design Group for website hosting.
The Commission approved Progress Invoice #6 for RRP-000S (581).
The Commission received a renewal proposal letter from the City of Memphis regarding the dispatching agreement.
The Commission approved invoice #51140 to Ellis, Ellis, Hammons, and Johnson for legal services.
Aaron McVicker, engineer for McClure Engineering, called to discuss alternative plans for project BRO-B099(23) with the Commission.
Ronald Jackson reported that County Road 669 is in need of repair due to heavy truck traffic from the windmill project in Schuyler County.
Ryan Clark, Road and Bridge Supervisor, discussed current projects with the Commission.
The Commission made a final review of Phase II applications received for CARES funds. Upon motion by Commissioner Clatt and second by Commissioner Wiggins, the Commission voted 3-0 to disburse funds as follows:
Scotland County Ambulance District $ 73,007.30
Scotland County R-1 Schools $ 50,872.42
City of Memphis, $ 762.44
Scotland County Memorial Library $ 8,111.88
Scotland County Hospital, $125,000.00
Scotland County Health Department $ 65,821.55
Scotland County Fitness Center, $787.14
Commissioner Clatt was absent from 10:55 A.M. to 11:45 A.M.
Seeing no further business, Presiding Commissioner Ebeling adjourned the meeting at 12:15 P.M.
