Northeast Local Emergency Planning District Relaunches With Representatives From Knox and Scotland Counties

Emergency Planning Partners Elect Rutledge Fire Chief as Chairman

RUTLEDGE, Mo. — An emergency planning effort serving Knox and Scotland counties has been reestablished, with local officials, first responders and community representatives gathering March 24 to formally relaunch the Northeast Local Emergency Planning District (LEPD).

The group met at the Rutledge Community Center to approve membership, elect officers and begin rebuilding a coordinated approach to emergency preparedness and hazardous materials planning across the two counties.

Local Emergency Planning Districts, often referred to as LEPDs or LEPCs, are federally mandated through the Emergency Planning and Community Right-to- Know Act. The groups are responsible for developing emergency response plans, particularly for hazardous materials incidents, and coordinating communication between agencies during emergencies.

Membership in the district is designed to include a wide range of community sectors. Current representation includes local elected officials such as Knox County Commissioner and Emergency Management Director Bill Whiles and Scotland County Presiding Commissioner and Emergency Management Director Duane Ebeling, along with members of fire departments, emergency medical services, Scotland County Hospital, public health, media and more.

Representatives currently involved include members of the Baring and Rutledge volunteer fire departments, Scotland County EMS and ambulance services, Scotland County Hospital, the Knox/ Lewis/Clark and Scotland County health departments, elected officials and local media.

Several required categories remain unfilled, including various area law enforcement agencies, environmental agencies, transportation, industry representatives, community organizations and members of the general public. Expanding participation across those sectors will be crucial to ensuring the district can effectively plan for and respond to emergencies across both counties.

Sara Allen, planning coordinator with the Missouri Emergency Response Commission, led the reorganizational meeting, giving guidance on the aim, responsibilities and goals set forth by the state.

During the March 24 meeting, attendees approved the official reorganization of the district under the name Northeast LEPD and elected officers to lead the effort. Javi Gil, Rutledge fire chief, was elected chairman, with Bill Whiles as vice chairman and Echo Menges as secretary/ treasurer.

The group also approved transferring funds into a newly named Northeast LEPD account established at United State Bank in Edina and agreed on a mailing address in Rutledge. Bill Whiles was also selected to serve as LEPD coordinator.

Financial reports presented during the meeting showed a current balance of $1,354.26 for Knox County and $6,218.89 for Scotland County. Those funds will be combined into the new account and can be used for things such as training materials and meeting expenses.

In addition to organizational actions, the group approved operating rules, compliance requirements and annual planning documents necessary to maintain state and federal standards, and agreed meetings would be held quarterly going forward.

The LEPD serves as a central point for coordination during emergencies and helps ensure local agencies are prepared to respond effectively to incidents ranging from hazardous material spills to natural disasters.

Organizers are encouraging additional individuals and agencies from across Knox and Scotland counties to get involved, particularly those representing emergency services, infrastructure, environmental safety, transportation and local industry.

The next meeting of the Northeast LEPD is scheduled for Tuesday, July 7 at 6:30 p.m. at the Rutledge Community Center. A fried chicken dinner will be served, and additional information will be made available ahead of the meeting. Community members and agency representatives interested in participating are encouraged to attend.
