PLACE OF MEETING: Scotland County Courthouse Commission Chambers
The meeting was called to order at 8:30 A.M.
PRESENT WERE: Presiding Commissioner, Duane Ebeling; Eastern District Commissioner, Brent Rockhold; Western District Commissioner, David Wiggins; County Clerk, Tammy Kirchner
Commissioner Wiggins moved to approve the consent agenda; seconded by Commissioner Rockhold. Motion carried 3-0.
The regular minutes from November 13, 2024 were presented. Commissioner Rockhold moved to approve the regular session minutes; seconded by Commissioner Wiggins. Motion carried 3-0.
The commissioners called Lori Smith, MODot about payments she requested.
The commissioners called Julie Monroe, circuit clerk to discuss using the old circuit judge office for the prosecuting attorney.
Michael Billings, Road and Bridge Supervisor asked about chains for the graders and tires for a truck.
Dale Longenecker, FEMA called regarding project 746748. He went over everything to make sure what was completed and what when we were planning on finishing the project.
The commissioners called J and K tires and ordered four tires for a truck.
Echo Menges called about a court case and the commissions didn’t know any information and no comment. She also told them that she was having Sunshine Law training on January 29 at 10 A.M. in Edina. She is trying to get some training set-up in Memphis too.
The commissioners called Alex Seda, MODot about a train sitting in Gorin for over an hour. He told the about a form that they can fill out to report trains blocking roads.
Seeing no further business, Commissioner Ebeling adjourned the meeting at 12:00 P.M.

Commissioner Rockhold moved to approve the consent agenda; seconded by Commissioner Wiggins. Motion carried 3-0.
The regular minutes from November 14, 2024 were presented. Commissioner Wiggins moved to approve the regular session minutes; seconded by Commissioner Rockhold. Motion carried 3-0.
The commission discussed health insurance with Judy Dawson and Randy Luechenotte, agents for the Scotland County Hospital.
Jessi Myers, Juvenile asked about the antique items from their office.
Sarah Steele, Scotland County Health Department brought up a board member resignation.
Commissioner Rockhold moved to appoint Krystal Phillips for Thelma Norton’s unexpired term; seconded by Commissioner Wiggins. Motion carried 3-0.
Michael Billings, Road and Bridge Supervisor discussed an application.
Derek Weber, Northeast Regional Planning discussed the new houses being built.
Scott Shoemaker came in about a pond being built 18 feet from his property line. He was concerned with flooding and snow. The commissioners told him there is nothing they can do about the pond.
The commissioners signed progress invoice # 44 for bridge # 40700071.
The commissioners called Angie Mengwasser, SEMA about adding Batina Dodge, Northeast Regional Planning to the grant’s portal.
The commissioners called Cassie Beard to see if she wanted to be on the Scotland County Health Department board.
Commissioner Rockhold moved to appoint Cassie Beard for Stephanie Shalley’s unexpired term; seconded by Commissioner Wiggins. Motion carried 3-0.
Tasha Fadiga, Treasurer brought copies of the monthly settlement of funds for the commissioners to review.
Batina Dodge, Northeast Regional Planning called the commissioners about FEMA and getting on the grant’s portal.
Seeing no further business, Commissioner Ebeling adjourned the meeting at 12:00 P.M.
The Scotland County Commission adjourned to meet in regular session on Thursday, November 21, 2024.
