Scotland County, Mo. – Aug. 20, 2024 – The Scotland County Clerk has adjusted the unofficial election results and made the countywide Aug. 6 primary election results official through the Missouri Secretary of State’s Office.
“We accepted one provisional ballot,” said County Clerk Tammy Kirchner. “That was because a voter did not have their ID at the time of the election.”
In Missouri, provisional ballots are given to voters when their voter registration cannot be verified at the polling location.
Voters who cast a provisional ballot have the option of returning with proper identification to verify they are a registered voter, or the election authority may compare their signature on the provisional ballot envelope with their voter registration signature before certifying the results of the election.
Provisional ballots can impact close races; however, one ballot had no impact on the results in Scotland County.
The closest local race was on the Republican Party ballot between incumbent David Wiggins, who received 231 votes, and challenger James Spray, who received 206 votes, with a margin of 25 votes between them. The percentage margin was roughly 53% for Wiggins to 47% for Spray, a margin of roughly 6%.
In Missouri, a recount may be requested if the margin is within 1% for offices filed with local election authorities. In contested races, the requesting party is required to pay the costs of the recount. A recount must be requested within seven days of the election being certified, and performed within 20 days of the notice, according to ballotpedia.org.
“We only had one, and it wasn’t enough to change anything,” said Kirchner. “They were from the east, so it didn’t change anything in the western commission race.”
The 2024 Scotland County primary election results were certified on Monday morning, Aug. 19, including the votes cast on the provisional ballot. In total, 893 ballots were cast by roughly 33% of 2,672 registered voters. A whopping 90% or 803 of those were Republican Party ballots cast to only 10% or 88 Democratic Party ballots cast. Only two ballots were cast as non-partisan, and zero ballots were cast for the Libertarian Party.
In Scotland County, only one in three registered voters made their way to the poll for the primary election this year.
