MoDOT has presented its 2025- 2029 Statewide Transportation Improvement Program to the Missouri Highways and Transportation Commission. The draft plan, which has yet to be approved, makes available $13.8 billion of federal and state revenues for all modes of transportation over the next five years. Of the $13.8 billion, the draft STIP details $9.9 billion in road and bridge construction contractor awards, averaging approximately $2 billion per year. It also contains programming details for the remaining $2.4 billion of General Revenue for the Improve I-70 program, which in full includes $2.8 billion for the costs to plan, design, construct, reconstruct, rehabilitate and repair three lanes in each direction on nearly 200 miles of the corridor. In the past 10 years, MoDOT and its construction partners have completed 4,206 projects with a program value of $11.1 billion, but it was delivered $536 million below budget and 93% on time. 

“The investments made in this year’s STIP fund another 1,400 projects providing transportation improvements to communities across the state,” said MoDOT Director Patrick McKenna in a press release. “The General Assembly and the Governor’s continued support with General Revenue addresses previously unfunded needs that provide safety and economic benefits to all Missourians.” 

The draft FY 2025- 2029 STIP lists transportation projects planned by state and regional planning agencies for fiscal years 2025-2029 (July 1, 2024 – June 30, 2029) and reflects the transportation needs of communities across the state. 

Scoping and Design projects under consideration include: Scotland County Rt. B: Scoping for bridge improvement over South Fork North Fabius River 2.4 miles north of Rte. 136 near Crawford. Project involves bridge R0501. 

This projects may be in the evaluation stage, which is called project scoping, or may be further along in the preliminary design process. Projects listed in this section are not commitments to construct or implement an improvement. 

The plan proposes four construction projects for Scotland County. 

•US 136: 31.14 miles of pavement preservation treatment from the Schuyler County line to 0.5 mile west of BNSF Railway in Clark County near Medill. Estimated cost $1.256 million. 2024- 2025 

•MO 15: 10.82 miles pavement preservation treatment from the Iowa State line to Rte. 136 east junction in Memphis. Estimate cost $510,000. 2025- 2026. 

•MO 15: 22.47 miles of pavement preservation treatment from Rte. 136 west junction at Memphis to Rte. 6 north junction at Edina in Knox County. Estimate cost $1.074 million. 2025-2026 

•Rt. MM: 5.24 miles of pavement improvement from Rte. 136 in Memphis to Rte. M. Estimated cost $726,000. 2026-2027. 

The Missouri Highways and Transportation Commission will review public comments on the STIP and finalize its projects at their July meeting.
