Scotland County Commission Discusses Road Projects, Tree Planting, and Administrative Building Progress
Memphis, Mo. — November 6, 2025
The Scotland County Commission met on Oct. 30 and Nov. 5 to review county infrastructure projects, facility updates, and other county business. Presiding Commissioner Duane Ebeling, Eastern District Commissioner Brent Rockhold, Western District Commissioner David Wiggins, and County Clerk Tammy Kirchner were present at both sessions.
Road and Bridge Updates
On Oct. 30, the commission met with Greg Neagle of Tri- County Electric to discuss trenching work on County Road 256. Commissioners decided that boring, rather than trenching, would be the better option. Road and Bridge Supervisor Michael Billings also updated the commission on truck repairs and discussed a low-water crossing on County Road 167 with resident Kevin Blaine, noting that a bridge is planned for that location in the future.
During the Nov. 5 meeting, Billings discussed a bridge issue on County Road 963. Commissioners also reviewed overtime reports and conducted an executive session from 9:23 to 11:21 a.m.
Courthouse and Administrative Building
Discussions about the county’s administrative building continued through both meetings. On Oct. 30, Shannan Howe of Howe Co. and representatives from Klinger & Associates spoke with the commission about building plans. Commissioners also called Liberty Utilities to set up a natural gas account for the facility.
The county locked the courthouse’s outdoor bathrooms for the winter and ordered five trees from Dutch Garden Nursery to be planted on the courthouse grounds as part of ongoing beautification efforts.
Other County Business
The commission approved invoices from Memphis Funeral Home, Missouri Perm, NEMO News, and Dutch Garden Nursery. They also discussed an invoice related to the transportation of an autopsy and directed Sheriff Bryan Whitney to periodically check the 911 system.
On Nov. 5, Commissioner Wiggins reported attending the Scotland County Extension Council meeting held the day before. Matt McKee also met with the commission to discuss the Food Safety program operated through the Health Department.
The Scotland County Commission will meet again in regular session on Thursday, Nov. 6, 2025, at the Scotland County Courthouse Commission Chambers in Memphis.
