The Scotland County Assessor’s Office has been notified by the State Tax Commission that the property values are falling out of compliance for 2025. The county is obligated by State Statute to assess values within fair market value. The State Tax Commission has issued Scotland County a Memo of Understanding (MOU) for the 2025 Tax Year requiring the Assessor’s Office to increase values to be within 90% to 110% of the current 2025 Market Values. The State Tax Commission Sales Study showed Scotland County at 82.5% of market value for the 2023-2024 tax years.
The increase will include both residential and agricultural classes of property. Residential land and building values for 2025 will increase approximately 12%. Agricultural building values for 2025 will raise approximately 8%. In the event a parcel also has new construction or improvements for 2025, the parcel value will additionally increase the amount of that new construction or improvement. Change Notices will be mailed to the Deed holder on file as of June 9, 2025.
Reassessment is the review of all the property in the county to ensure the assessments are uniform and equitable. The Assessor updates the assessments in the county to equalize values among the taxpayers and adjusts value to reflect current market conditions. Rising home values is a good thing. The downside is the property taxes may go up as well. According to our records, the last County wide reassessment would have taken place back in the 1980’s.
It is important that all taxpayers affected by property taxes and by reassessment understand the process and how it may affect them. The value on a property should reflect how it would sell on the market as of January 1st. Our office can provide you with a Property Record Card of the currently assessed buildings and land on each parcel you own for your review. However, tax rates are governed by the taxing entities and are usually set in September of each year, therefore our office cannot calculate an exact tax amount for 2025 at this time.
I encourage tax payers to contact the State Tax Commission with any questions or comments regarding the required increase for Scotland County. I have included contact information below. As always come in or call the Assessor’s Office, we will do our best to assist you.
