Commission Addresses Road Concerns, Approves Repairs to Former Bank Building

MEMPHIS, Mo. – The Scotland County Commission addressed road maintenance, courthouse repairs and equipment purchases during its regular meetings held June 12, 18 and 25 at the courthouse commission chambers.
During the June 12 session, commissioners approved minutes from June 11 and handled routine consent agenda items. Treasurer Tasha Fadiga presented monthly settlement reports and entity check reports. The commission contacted Troy Alexander and the Catfish Place to remind them that their liquor licenses are due by June 30.
Johnathan Reiff raised concerns about a culvert on County Road 464. Separately, Casey Clatt called regarding the condition of County Road 260. Road and Bridge Secretary Nancy McClamrock confirmed it had been rocked for the year. Supervisor Michael Billings reported that ditch work had been completed on the road, with additional rock planned later in the year. Commissioners called Clatt back to provide this update. The commission also contacted NEMR Telecom about phone issues. The meeting adjourned at noon.
At the June 18 meeting, the commission approved minutes from June 12. Jan Meeks met with commissioners to discuss a public road issue. Johnathan Reiff Construction submitted a quote to repair damage at the former U.S. Bank building, as well as proposals for concrete benches on the courthouse lawn, repairs to the east courthouse steps and tuckpointing on the bank building.
Chris Bird of Martin Equipment provided a quote for a used grader with trade-in value. Road and Bridge Supervisor Michael Billings reported FEMA work had been completed. Commissioners approved a request from the Antique Fair Association to use the courthouse lawn for its upcoming event.
The commission contacted Kristi Werdenhause of the Missouri Department of Conservation to confirm receipt of an invoice for conservation rock, and called Aaron Dannenhauer regarding courthouse repairs. Commissioner David Wiggins briefly left at 11:10 a.m. to sign a form for Soil Waste Management at Hawkins Harrison Insurance and returned at 11:15 a.m. The meeting adjourned at noon.
During the June 25 session, commissioners approved minutes from June 18. Ron Leckbee discussed heating options for the courthouse and will return with a quote. Chris Feeney of the Northeast Missouri Regional Planning Commission presented paperwork for the Community Development Block Grant related to the courthouse elevator project.
Michael Billings discussed equipment needs for the Road and Bridge Department. Commissioner Duane Ebeling left at 10 a.m. to attend the NEMO RPC meeting, followed by Commissioner Wiggins at 11:37 a.m. The meeting adjourned at noon, with the commission set to meet again in regular session on June 26.
