Scotland County Commission Moves Forward on Bank Purchase, Infrastructure Projects

Memphis, Mo. — The Scotland County Commission advanced several key initiatives in recent weeks, including finalizing the purchase of the former U.S. Bank building in Memphis and taking steps on infrastructure improvements and disaster planning.
At their May 29 meeting, commissioners Duane Ebeling, Brent Rockhold, and David Wiggins voted unanimously to sign the Bill of Sale and Signature Agreement to complete the acquisition of the former bank. The building is being repurposed for county use, and discussions were held with First American Title Insurance Company, Cushman & Wakefield, and other service providers to coordinate the closing and facility maintenance. Quotes were also solicited for floor cleaning and pest control services at the courthouse and bank site.
The same week, Treasurer Tasha Fadiga joined Ebeling and County Clerk Tammy Kirchner at Equity Bank to facilitate the transfer of funds to Exchange Bank. Commissioners confirmed a June 9 date for a boiler inspection and coordinated with Hussman Corporation for system access.
In subsequent sessions, the commission received and approved a rock quote from Douds Stone, LLC—new owners of Wayland Stone—who agreed to honor previous pricing through year-end. The commission also reviewed SEMA deadlines and approved a Memorandum of Agreement with the agency, which includes Scotland County contributing 25% toward a multi-jurisdictional hazard mitigation plan due in draft form by October 13.
Window replacements and floor maintenance were also on the docket, with bills from Hopkins Lumber approved and additional carpet cleaning added to the scope.
On June 5, the commission accepted technical assistance contracts with the Northeast Missouri Regional Planning Commission (NEMO RPC) and dealt with insurance matters related to damage at the former U.S. Bank building. A police report and photos were submitted to Hawkins Harrison Insurance. The commission later visited the site to assess the damage and received pest control quotes from Pest Pro Solutions.
By the June 11 meeting, commissioners had received a repair quote from Martin Equipment for a used grader to become available in August. They also contacted Reiff Construction for a repair estimate on the damaged bank building and discussed heating options for the courthouse with Ronny Leckbee. FEMA matters and future office space needs were again topics with Batina Dodge of NEMO RPC.
The Scotland County Commission will reconvene in regular session on Thursday, June 12.
