Minutes of the June 10 meeting–President Jamie Triplett called the regular session meeting to order at 3:30 p.m. with six members present: Rhonda McBee was absent

The board voted 7-0 to approve the following items on the consent agenda:

III. Old Business
A. Financial Update -Year-to-date revenues for the district are $6,989,204.62. Year-to-date expenses are $6,228,391.02; this leaves the district with a surplus of $760,813.60 as of June 10, 2021. The district will have additional expenses and is expecting additional federal and state revenue to close out the fiscal year. Much of the current surplus will be offset by EOY payrolls.
B. Facility Projects – The district is working with Kim Mulch, from Klingner & Associates, for facility needs. This item was tabled until July.
IV. New Business
A. Accept Salary Proposal – The Board voted 6-0 to accept the salary committee proposal as follows:

Insurance Information – Scotland County R-1 Contribution:
2020-2021 $525/ month = $6,300
2021-2022 $600/ month = $7,200 (raised $75/month – $900/year per employee)
Projected increase for 2021-2022: $110,000

Salary Information
2020 – 2021 Base Salary: $32,000
2021 – 2022 Base Salary Proposal: $32,500 ($500/1.5% increase)
-$500 longevity raise at step 11 on the Masters line of the salary schedule
-Remove all freeze lines
-Give all returning eligible certified employees a step on the salary schedule
(Raise + step = 2.3%)
Elementary Principal – See newly adopted administrative salary schedule
High School Principal – See newly adopted administrative salary schedule
Business Manager – 1% increase
Superintendent – 1% increase
Food Service Director 2.3% increase
School Nurse – 2.3% increase
Transportation Director – 2.3% increase
Increase Non Certified Positions to meet or exceed minimum wage requirements:
In 2018, Missouri voters turned to the polls to pass Proposition B: $12 Minimum Wage Initiative. The law went into effect Jan. 1, 2019, and raised the minimum wage from $7.85 to $8.60, increasing $0.85 each year until the rate reaches $12 in 2023.
Give all returning non certified employees a step on the salary schedule.

-$500 Stipend for Video Streaming Facilitator
Para Professionals, Parents as Teachers, and Full Time Cooks will be paid on 1320 yearly hours (Required Days: 156 school days + 3 PD + 6 holidays) and will be expected to attend the 6 additional Professional Development Days as assigned on the 2021- 2022 school calendar at the discretion of the administration. The professional development hours will be paid based on the number of hours worked and will not count toward 1320 yearly hours. Professional Development time logs will be paid in the month following the meetings. Contract time is from 7:40 a.m. to 3:40 p.m.
Set Activity trip bus driver hourly rate at $11.15/hour
School Day:
Breakfast: 7:35 a.m. – 8:00 a.m.
School Day: 8:00 a.m. – 3:31 p.m.
Regular Dismissal: 3:31 p.m.
Contract Time:
7:30 a.m. – 3:50 p.m.
B. Approve 21A update – The board voted 6-0 to approve the 21A MSBA Policy updates.
C. Approve 21B Update – The board voted 6-0 to approve the 21B MSBA Policy updates.
D. Adopt 2021- 2022 Budget – The 2021-22 proposed budget was presented to the board. The revenues reflect a local tax rate that is estimated at $3.6213, using a projected assessed valuation of $73,382,306. Projected revenues total $7,077,502.00. Total expenditures include the salary proposal as described above and are projected at $7,419,866.00, resulting in a projected deficit of $342,364.00. The board voted 6-0 to adopt the budget.
E. Adopt Over- Expenditure Resolution – It is required, by law, that the Board pass a resolution stating the budget for expenditures for a fiscal year be amended to match actual expenditures in each overspent line for the year. The board voted 6-0 to adopt this resolution.
F. Set Tuition Rates for 2021-22 – The Board voted 6-0 to establish the tuition rates for fiscal year 2021-22. The rate for K-12 tuition was set at $8,500.00.
G. Accept Bread, Milk, and Grocery Bids – The board voted 6-0 to accept the firm milk bid from Prairie Farms, the bread bid from Bimbo Foods, and the grocery bid from Kohl Wholesale for the 21-22 school year.
H. Schedule New Employee Picnic and Staff Breakfast – The staff welcome back employee breakfast will be Wednesday, August 18, 2021 at 7:30 a.m. and the new employee picnic will be Wednesday, August 18 at 5:30 p.m. Both meals will be served in the Elementary Gym.
I. Accept Letter of Resignation – The board voted 6-0 to accept a letter of resignation from Susan Burns.
J. Schedule July Board Meeting -The board meeting has been set for Thursday, July 8, 2021 at 6:00 p.m. in the High School Library.
