The Board of the City of Downing convened at 6:00 pm on July 6, 2020 with Mayor Alan Garrett presiding. Present were Aldermen Ray Bange, Bill Anderson, Gene Bruner and Deana Petary. City Clerk Carol Dryden and Contract Operator Eric Burns.
Copies of the Agenda, Minutes of the last meeting, Deposits & Disbursements, Monthly Water Report, Account Balances and copies of the Ordinance pertaining to Accumulation of Debris were given to all.
Mayor Alan Garrett called the meeting to order.
The newly elected officials Mayor Alan Garrett, Aldermen Gene Bruner and Bill Anderson were sworn into office.
A motion to approve the Agenda was made by Bill Anderson and seconded by Gene Bruner and carried unanimously.
A motion to approve the Minutes of the last meeting was made by Deana Petary and seconded by Bill Anderson and carried unanimously.
A motion to approve the payment of bills was made by Bill Anderson and seconded by Ray Bange and carried unanimously.
Dewayne Mullinix came to talk to the board about a few things. He wanted to see if the city could put some calcium on the road to help with the dust. The Board tabled it until the next meeting so Carol could check on pricing. He stated we need a stop sign on a road which has none. Kevin will look into that.
Water/Waste Water Report: Everything is running great had to repair a flush hydrant on Hwy A. Grinder pump on 14th street is working great again.
Street Maintenance: Keven has been trying to keep the roads ready for rock. Should be starting that soon. He has been working to keep the sides mowed.
Cemetery: Sold three plots.
Old and Unfinished Business: Discussed the Presentation of the Purple Heart Signs which will be held on July 13 and 10am at the Schuyler County Court House. Gave the Aldermen the information on RTS Waste Service. 1 yard dumpster is $55.00, 2 yard dumpster is $80.00 and weekly pickup is $32.00 per month. We will try to spread the word if anyone is interested.
New Business: A motion to raise the water and sewer rates to $18.80 for the first 1000 gallons and then $5.80 for each additional 1000 gallons was made by Ray Bange and seconded by Bill Anderson and carried unanimously. A motion to charge the customers for the Sewer connection fee and the Primacy fee that the city is charge by DNR was made by Bill Anderson and seconded by Gene Bruner and carried unanimously. These will be a one time a year charge in July of $0.80 for the sewer connection fee and $3.24 for the primacy fee.
Positive Thoughts: Fire Department put on an awesome firework display.
A motion to Adjourn the meeting at 7:00 pm was made by Deana Petary and seconded by Ray Bange and carried unanimously.
