New Law Offers More Options for Missouri Voters

Most recently Senate Bill 631 passed in the Missouri senate, which makes modifications regarding the current elections this year. The bill was introduced by Senator Daniel Hegeman (R), who also sponsored the bill with Dan Shaul (R)on December 2, 2019 and was signed into effect by Governor Parson three weeks ago. One week before SB 631 was signed by the governor, the bill was also signed by the House Speaker and Senate President Pro Tempore Elijah Haahr and John Wiemann respectively. “With the passage of Senate Bill 631, Missouri voters have additional options to cast their ballot for the August 4th Primary Election,” said Scotland County Clerk Batina Dodge. “We will have in-person voting on election day, but for voters who wish to vote by absentee ballot or mail-in ballot, here is what you need to know.”
Absentee Voting
Who is eligible:
If you are:
Absent from the country, incapacitated or confined due to illness, or physical disability (or a caregiver), precluded by religious belief, working as a poll worker, incarcerated, but retained voting rights, participating in the address confidentiality program 589-660-589-681, or, if you are at-risk for contracting or transmitting Covid-19 or you have Covid-19.
To apply:
Applications can be obtained at the County Clerk’s office or online at https://www.sos.mo.gov
Applications can be returned to the County Clerk’s office in person, by mail, email, or fax
The deadline to apply:
July 22, 2020 5:00 p.m. is the deadline to request an absentee ballot be mailed. In-person absentee voting ends August 3, 2020, 5:00 p.m.
Receiving a Ballot:
Personally, in the County Clerk’s office (the ballot may not be given to a relative), by US mail or by bi-partisan team when applicable.
Do I need a Notary?
Absentee ballots must be notarized UNLESS you are incapacitated or confined due to illness or physical (or a caregiver), or you are at-risk for contracting or transmitting Covid-19 or you have Covid-19.
How do I return my ballot?
In person, by US mail, or by a relative within the 2nd degree.

Applications can be obtained at the County Clerk’s office or online at https://www.sos.mo.gov. Applications can ONLY be returned to the County Clerk’s office IN PERSON OR BY US Mail.
