New Officers Sworn In at June 7th Memphis City Council Meeting

The Board of Aldermen of the City of Memphis met in special session on Monday, June 8, 2020 at 6:30 p.m. in Memphis City Hall. Mayor William Reckenberg called the meeting to order. Aldermen present were: Tom Glass, Jobe Justice, Chris Feeney, and Jenny Aldridge. Others in attendance were: City Administrator Allen Creek; Mayor Elect Aaron Dale, West Ward Alderman Elect Katie Harris, and East Ward Alderman Elect Lane Campbell; and City Clerk Angela Newman.
The Certification of Votes was presented from Scotland County Election Authority Batina Dodge as follows:
For City Mayor – Aaron Dale 204 votes; Tyler Troutman 146 votes.
For East Ward Alderman – Justin Winn 33 votes; Tom Glass 27 votes; Lane Campbell 107 votes;
For West Ward Alderman – Kevin Holton 64 votes; Katie Harris 69 votes; Jacob Howard 62 votes.
The council voted 4-0 to accept the Certification of Votes as presented.
The council adjourned at this time and City Clerk Angela Newman administered the oath of office to the newly elected officers.
The meeting then reconvened with Mayor Aaron Dale calling the meeting to order. Aldermen present were: Lane Campbell, Jobe Justice, Katie Harris, and Jenny Aldridge.
Mayor Dale presented his list of appointments for council consideration. Alderman Harris and Alderman Justice requested Regina Long be appointed to the Collector position. Council unanimously agreed.
Alderman Harris and Alderman Justice suggested postponing the City Attorney appointment to give local attorneys an opportunity to apply for the position. Council agreed to compile a list of questions to be presented to the candidates for the position and to schedule a time to meet with them individually. Alderman Harris will compile the list of questions for the council’s review.
Alderman Aldridge moved and Alderman Justice seconded to approve the appointment list as amended with the exception of the City Attorney position and it passed by a 4-0 vote.
Brett Bozarth will continue to serve as City Attorney, pending interviews and an appointment.
Alderman department assignments were as follows: Light Plant – Justice, Harris; Streets – Justice, Campbell; Water, Sewer – Harris, Campbell; Cemetery Maintenance – Justice, Harris; City Parks/Pool – Aldridge, Justice; Airport – Aldridge, Campbell; Sanitation – Aldridge, Campbell; Police -Aldridge, Harris.
Citizen committee appointments were as follows:
Airport Committee – Fred Clapp, Chairman; Audrey Glass, Stephen Schroeder, Jason Glass, Tom Glass. Ex-Officio Member: Campbell
Lake Committee – Tom DeBerry, Tom Fender, Darrell Harvey, Dave Trueblood, John Craig, Walt Marlowe. Ex-Officio Member: Jobe Justice
Park Committee – Lucas Remley, Angie Wentworth, Angie Ward, Janie Parton, Derek Ambrose. Ex-Officio Member: Jenny Aldridge

The council also reappointed Michele Drummond as City Treasurer; and Regina Long as City Collector. April Wilson was reappointed as City Prosecutor.
Alderman Justice moved and Alderman Harris seconded to elect Angela Newman as the City Clerk and it was approved by a 4-0 vote.
Alderman Harris moved and Alderman Campbell seconded to elect Jenny Aldridge as President of the Board of Aldermen and it was approved by a 3-0 vote.
Bank Account Signatures
The following were named as signers on all city bank accounts:
Aaron Dale, Mayor – Replaces William Reckenberg; Jenny Aldridge, President of the Board of Aldermen – Replaces Chris Feeney; Angela Newman, City Clerk; and Michele Drummond, City Treasurer.
New Business
City Administrator Allen Creek reported to the council the turbo on the John Deere backhoe needed to be replaced at a cost of $2,200, includes parts and labor. Alderman Justice moved and Alderman Campbell seconded to approve the repair. Vote: Campbell, Justice, Harris, and Aldridge, all aye.
Creek also reported the pool pump needed to be replaced. Creek is going to see if the unit can be repaired, but if not cost of replacement is $8,000. Alderman Aldridge moved and Alderman Harris seconded to approve the pump replacement in the amount of $8,000 if the unit cannot be repaired. Vote: Campbell, Justice, Harris, and Aldridge, all aye.
