PLACE OF MEETING: Scotland County Courthouse Commission Chambers
The meeting was called to order at 8:30 a.m.
PRESENT WERE: Presiding Commissioner, Duane Ebeling; Eastern District Commissioner, Danette Clatt; Western District Commissioner, David Wiggins; and County Clerk, Batina Dodge.
The Commissioners were guests on Coffee Break on KMEM from 8:30 a.m. to 9:00 a.m.
Commissioner Wiggins moved to approve the consent agenda; seconded by Presiding Commissioner Ebeling. Motion carried 3-0.
The minutes from May 6, 2020 were presented. Commissioner Clatt moved to approve the regular session minutes; seconded by Commissioner Wiggins. Motion carried 3-0.
The Commission audited and signed checks.
The Commission worked with Travis Elliott, attorney, to begin developing guidelines for use of the CARES money received.
Anita Watkins, Circuit Clerk, and Wayne Winn, Sheriff, discussed pricing for cleaning and disinfecting products with the Commission. The Commission approved a purchase order to buy bulk cleaning and disinfecting products for the courthouse.
Seeing no further business, Presiding Commissioner Ebeling adjourned the meeting at 12:00 p.m.
The Scotland County Commission adjourned to meet in regular session on Wednesday, May 13, 2020.

PRESENT WERE: Presiding Commissioner, Duane Ebeling; Eastern District Commissioner, Danette Clatt; Western District Commissioner, David Wiggins; and County Clerk, Batina Dodge.
Commissioner Wiggins moved to approve the consent agenda; seconded by Presiding Commissioner Ebeling. Motion carried 3-0.
The minutes from April 7, 2020 were presented. Commissioner Clatt moved to approve the regular session minutes; seconded by Commissioner Wiggins. Motion carried 3-0.
The Commission approved purchase orders for Batina Dodge, County Clerk, to purchase sneeze guards for elections.
Invoice #50322 to Ellis, Ellis, Hammons, and Johnson was approved by the Commission for CARES-related legal guidance.
Kevin Brown, Brent Walker, Charlotte Stelter, Julie Clapp, Chris Feeney, Terry Emel, and Dan Hite met with the Commission to provide an update on the proposed tower project located on Lindell Boulevard.
Chris Feeney, Memphis City Alderman, addressed the Commission regarding ownership of a portion of the square, and contributing funds for a portion of the maintenance accordingly. The Commission discussed ownership, requesting Feeney look into how much of the square was owned by the City and by the County. Both parties conferred that an agreement should be established for future reference.
Allen Creek, City of Memphis, called to discuss costs for the maintenance of the square with the Commission.
Seeing no further business, Presiding Commissioner Ebeling adjourned the meeting at 12:07 p.m.
