Even though the April 7, 2020 General Municipal Election was postponed until June 2, 2020, Scotland County Clerk Batina Dodge reminds the public that Missouri voters can continue requesting absentee ballots. Voters may vote absentee by mail or in-person. Under Missouri laws, a registered voter may vote by absentee ballot if he or she expects to be prevented from going to the polls to vote on election day due to one of the following reasons:
Absence on election day from the jurisdiction of the election authority in which such voter is registered to vote;
Incapacity or confinement due to illness or physical disability, including a person who is primarily responsible for the physical care of a person who is incapacitated or confined due to illness or disability;
Religious belief or practice;
Employment as an election authority, as a member of an election authority, or by an election authority at a location other than such voter’s polling place;
Incarceration, provided all qualifications for voting are retained;
Certified participation in the address confidentiality program established under sections 589.660 to 589.681 because of safety concerns.
Voters who wish to absentee vote by mail must have their signature notarized on a ballot envelope affidavit EXCEPT those who choose incapacity or confinement due to illness or physical disability as their reason for voting absentee.
Absentee ballot applications can be found online at the Missouri Secretary of State’s website. Click on the “Elections and Voting” tab, choose “For Voters” from the menu on the left, then click on “Request an Absentee Ballot” for a fillable form.

Absentee ballot applications can also be mailed to voters upon request by calling (660) 465-7027.
Absentee ballot applications can be returned to the Scotland County Clerk’s Office by mail at 117 South Market Street, Courthouse Suite 100, Memphis, MO 63555, via email at scotland@sos.mo.gov, or fax at (660) 465-7785.
The last day to request an absentee ballot to be mailed for the June 2, 2020 Election is May 20, 2020 at 5:00 P.M. Absentee ballot applications received after that date and time cannot be processed.
In-person absentee voting will remain available until 5:00 P.M. on Monday, June 1, 2020, and the
Scotland County Clerk’s Office will be open from 8:00 A.M. until 12:00 P.M. on Saturday, May 30, 2020 for those wishing to vote absentee in-person.
Absentee ballot applications previously submitted remain valid, as do any ballots already returned for the April 7, 2020 election
