Downing City Board Approves MoDOT Agreement for Sidewalk Project
The Board of the City of Downing convened at 6:00 p.m. on January 6, 2020 with Mayor Alan Garrett presiding. Present were Aldermen Ray Bange, Deana Petary, and Gene Bruner. City Clerk Carol Dryden and Contract Operator Eric Bowens.
Copies of the Agenda, Minutes of the last meeting, Deposits & Disbursements, Monthly Water Reports, Account Balances were given to all present.
Mayor Alan Garrett called the meeting to order.
A motion to approve the Agenda was made by Gene Bruner and seconded by Ray Bange and carried unanimously.
A motion to approve the Minutes of the last meeting was made by Ray Bange and seconded by Deana Petary and carried unanimously.
A motion to approve the payment of bills was made by Gene Bruner and seconded by Deana Petary and carried unanimously.
Carolyn Stanley came in with a question regarding property lines. She was inquiring about a part of land that she thought was once an alley. However this particular parcel had never been an alley. So the City was unable to help her in determining property lines. She was told she would need to have the property surveyed.
Water/Waste Water Report: Everything is running smoothly however it will be great when our new operator starts.
Street Maintenance: Nothing to report.
Cemetery: we received a gift of $500.00 from Jeri Baker for Anna Lee Kight.
Introduction of Ordinances: The Board looked over an ordinance to grant MoDOT the right to close certain streets as needed to do the sidewalk project. A motion was made to approve the ordinance by Deana Petary and seconded by Ray Bange and carried unanimously.
The Board went into closed session at 6:25 so they could go over the applications for the Water/Waste Water position. Went back into open session at 6:40 to interview the candidates. Went back into closed session at 6:50 to discuss which they thought was the best choice. After careful consideration a motion to hire Kevin Martin was made by Gene Bruner seconded by Ray Bange and carried unanimously. The Board then went back into regular session and informed Kevin Martin that the job was his if he wanted it. He was pleased and we are looking forward to working with him.
New Business: The board looked over an Operator Agreement written up by Carol. This is to be sure that everyone is on the same page in regard to duties and pay for the position. A motion to approve the Agreement was made by Ray Bange and seconded by Gene Bruner and carries unanimously.
Positive Thoughts: We have a new Water/Waste Water, Street Maintenance Operator which is wonderful. Glad it isn’t snowing yet.
A motion to adjourn the meeting at 7:30 was made by Ray Bange and seconded by Gene Bruner and carried unanimously.
