The Scotland County R-I Board of Education met in regular session on Thursday, October 8, 2015. President, Sam Berkowitz, called the regular meeting to order at 6:30 p.m. with seven members present.
Superintendent Ryan Bergeson reported that capital expenditures have offset better than expected state funding revenues to push the district well past the half million dollar deficit mark in the current year’s budget spending.
Bergeson noted that year-to-date revenues total $797,977.05 an increase of approximately $57,670.05 from last year, which the superintendent mostly attributed to the state. Expenditures are $1,448,114.15, is up $274,037.15 from the same point in the budget year in the 2014-15 school year.
“This leaves a deficit, year-to-date of $650,137.10,” Bergeson told the board. “Last year at this time, we were at a deficit of $433,769. The increase in current year deficit spending is mostly attributed to fund 4 expenditures.”
Those capital improvement projects have included the final payment on a three-year lease agreement to purchase buses, the purchase of an early childhood bus, the high school vestibule replacement, district parking lot maintenance, elementary school canopy repair, district locker repainting, and tiling at the elementary school.
“This deficit trend will continue until we begin to receive our local tax revenue in January,” said Bergeson. “We will closely monitor the situation.”
Board members George Koontz, Trinity Davis and Gary Miller along with Bergeson, attended portions of the annual MSBA Conference. Topics this year included MSIP 5, Missouri Learning Standards, Legal Issues, and College and Career Readiness. Each member reported on topics of interest.
Gorin School Closure
The board voted unanimously to advertise the proposed sale of the former Gorin R-III school property.
The sale will be conducted by sealed bids, which will be due November 10th at 4:00 p.m.
Scotland County R-I School District, as the successor to Gorin R- III School District will sell the former Gorin Elementary School, a roughly triangular parcel located North of Highway U, consisting of Lots 1-14 of Miller’s Second Addition to Gorin. A second parcel, the school parking lot, located South of Highway U, consisting of Lots 1, 2, 11 and 12 in Block Three of South Gorin, will be sold separately.

Elementary school principal Nathan Pippert reported attending the MSBA Safety Conference. He shared what other schools are currently doing in regards to school safety and best practices around the state.
The board voted to grant permission to advertise for winter snow removal.
The board reviewed the facility needs list for the district. They reviewed updates on the projects that were completed over the summer and discussed future projects that will need to be addressed in the future. Capital improvement projects will be discussed at the November meeting.
The board approved an overnight request for the Memphis FFA to attend the National FFA Convention in Louisville, KY from October 28 – October 30.
The November meeting will be held Thursday, November 12th at 6:30 p.m. in the elementary art room.
The board voted to approve Terri Slaughter as the Senior Class Sponsor. The board voted to approve Angie Ward as Varsity Basketball Cheerleading and Andrea Hunt as Junior High Basketball Cheerleading Coach.
