PLACE OF MEETING: Scotland County Courthouse Commission Chambers

The meeting was called to order at 8:30 a.m.

PRESENT WERE: Presiding Commissioner, Duane Ebeling; Eastern District Commissioner, Danette Clatt; Western District Commissioner, David Wiggins; and County Clerk, Batina Dodge.

Commissioner Wiggins moved to approve the consent agenda; seconded by Presiding Commissioner Ebeling.  Motion carried 3-0.

The minutes from June 17, 2015 were presented.  Commissioner Clatt moved to approve the regular session minutes; seconded by Presiding Commissioner Ebeling.  Motion carried 3-0.

Douglas Manary called regarding the variance hearing scheduled for today, stating objections to issuance of a permit for Eugene Garman.

Mark Drummond, Road and Bridge Supervisor, reviewed applications and discussed current projects with the Commission.

At 10:00 a.m. a variance hearing requested by Eugene Garman was held.  Those present included Eugene Garman, Curtis Sensenig, and Anita Watkins, Circuit Clerk. Presiding Commissioner Ebeling opened the hearing by stating the facts which led to the variance hearing and reviewing documents on file from Garman’s application.  At the conclusion of discussion, Presiding Commissioner Ebeling called for a motion.  Commissioner Wiggins moved to grant a variance on the setback provision of Section 5.2 of Ordinance 09-01 as amended 07/16/14 due to undue hardship to Eugene Garman.  His motion was seconded by Commissioner Clatt.  Roll call vote was as follows:  Ebeling aye, Wiggins aye, Clatt aye.  Accordingly, a general operating permit was issued to Garman.

Chris Akright, Altorfer salesman, discussed delivery of the new grader with the Commission.

Seeing no further business, Presiding Commissioner Ebeling adjourned the meeting at 12:00 p.m.

The Scotland County Commission adjourned to meet in regular session on Wednesday, June 24, 2015.

The meeting was called to order at 8:30 a.m.

PRESENT WERE: Presiding Commissioner, Duane Ebeling; Eastern District Commissioner, Danette Clatt arrived at 9:38 a.m.; Western District Commissioner, David Wiggins; and County Clerk, Batina Dodge.

Commissioner Wiggins moved to approve the consent agenda; seconded by Presiding Commissioner Ebeling.  Motion carried 2-0.

The minutes from June 18, 2015 were presented.  Commissioner Wiggins moved to approve the regular session minutes; seconded by Presiding Commissioner Ebeling.  Motion carried 2-0.

Aaron Hugenberg, MoDOT District Bridge Inspector, informed the Commission that the load limit on Bridge #2170011 was lowered to 10 tons due to the wood piles deteriorating at the waterline.

The Commission was notified of the resignation of Trinity Davis from the Scotland County Library Board of Trustees.  Current board members include Scott Wickert, President; Lin Stephenson, Vice-President; Trinity Davis, Secretary; Jane Gelbach, Treasurer; and Janet Brewer, Member. Upon recommendation of the Board, Commissioner Clatt moved to appoint Maxine Lancaster to fulfill the unexpired term of Trinity Davis.  The motion was seconded by Commissioner Wiggins, and carried 3-0.

The Commission accepted the Missouri Local Government Financial Statement (Form MO-62(ef)) for the year ending December 2014 from the Scotland County Library.

The Commission approved a purchase order for Batina Dodge, County Clerk, to purchase payroll tax table updates from Sage Software.

Seeing no further business, Presiding Commissioner Ebeling adjourned the meeting at 12:00 p.m.
