PLACE OF MEETING: Scotland County Courthouse Commission Chambers.

The meeting was called to order at 8:30 a.m.

PRESENT WERE:     Presiding Commissioner, C.E. Harris, Jr. arrived at 8:45 A.M.; Eastern District Commissioner, Danette Clatt; Western District Commissioner, David Wiggins; County Clerk, Batina Dodge; and Presiding Commissioner Elect, Duane Ebeling.

Presiding Commissioner Harris moved to approve the consent agenda; seconded by Commissioner Wiggins. Motion carried 3-0.

The minutes from November 12, 2014 were presented.  Commissioner Clatt moved to approve the regular session minutes; seconded by Presiding Commissioner Harris.  Motion carried 3-0.

The Commission signed court orders #48-2014 and 49-2014.

Discussion was held regarding a “scope of work” form for road and bridge purposes.  No formal action was taken.

Kathy Kiddoo, Treasurer, presented a monthly settlement of funds.

Nancy McClamroch, Deputy County Clerk, presented a filter inventory for review by the Commission.

Aaron McVicker, engineer for SKW, presented plans for approval on Bridge #25100021.

Presiding Commissioner Harris left at 11:35 a.m.

Seeing no further business, the Commission adjourned the meeting at 12:00 p.m.

The meeting was called to order at 8:30 a.m.

PRESENT WERE:     Presiding Commissioner, C.E. Harris, Jr. arrived at 9:10 a.m.; Eastern District Commissioner, Danette Clatt; Western District Commissioner, David Wiggins; County Clerk, Batina Dodge; and Presiding Commissioner Elect, Duane Ebeling arrived at 9:07 a.m.

Commissioner Wiggins moved to approve the consent agenda; seconded by Commissioner Clatt. Motion carried 2-0.

The minutes from November 13, 2014 were presented.  Commissioner Clatt moved to approve the regular session minutes; seconded by Commissioner Wiggins.  Motion carried 2-0.

The Commission signed court orders #50-2014 through 54-2014.

Batina Dodge, County Clerk, certified that training certificates are on file for all elected officials as stipulated by statute for a portion of their salaries except for two officials.  The Commission will check into the circumstances.

Discussion was held concerning holidays for 2014.  Commissioner Clatt moved that additional holidays would be given for one-half day on December 24, 2014 and a full day on December 26, 2014.  The motion was seconded by Commissioner Wiggins.  Motion carried 2-0.

Lowell and Darlene Woods met with the Commission to discuss the Frogge Cemetery lease.  It was agreed that Woods would be offered the lease on the ground for a ten-year period for $21,000.00, due in annual installments, with the stipulation that Wood’s easement would be transferred to and shared by Scotland County ensuring the cemetery acreage will never become landlocked.  A full lease will be executed upon transfer of the easement and presentation of payment.

Dave Davison, Executive Director for NEMO Regional Planning, presented the Commission with NEPA paperwork on Bridge #251 as requested by the Corps of Engineers.

Presiding Commissioner Harris left at 11:25 a.m.

Seeing no further business, the Commission adjourned the meeting at 12:05 p.m.
