The meeting was called to order at 8:30 a.m.

PRESENT WERE:  Presiding Commissioner, Duane Ebeling, Eastern District Commissioner, Danette Clatt, Western District Commissioner, David Wiggins, and County Clerk, Batina Dodge.

Commissioner Wiggins moved to approve the consent agenda; seconded by Presiding Commissioner Ebeling. Motion carried 3-0.

The minutes from October 10, 2019 were presented. Commissioner Clatt moved to approve the regular session minutes; seconded by Commissioner Wiggins. Motion carried 3-0.

Discussion was held regarding CERF employee contributions. Commissioner Wiggins moved to keep employee contributions as they are for 2020.  The motion was seconded by Commissioner Clatt.  Motion carried 3-0.

Ryan Clark, Road and Bridge Supervisor, discussed current projects with the Commission.

Seeing no further business, Presiding Commissioner Ebeling adjourned the meeting at 12:00 P.M.

PLACE OF MEETING: American Legion, Louisiana, Missouri

The meeting was called to order at 10:00 a.m.

PRESENT WERE:  Presiding Commissioner, Duane Ebeling, Eastern District Commissioner, Danette Clatt, and County Clerk, Batina Dodge.

Presiding Commissioner Ebeling, Commissioner Clatt, and County Clerk Dodge attended the Northeast Missouri Regional meeting held in Louisiana, Missouri.  General session speakers included Paula Gough, MoDOT; Milan Berry, Pike County Associate Circuit Judge; and various state and federal legislators.

PLACE OF MEETING: Scotland County Courthouse Commission Chambers

The meeting was called to order at 8:30 a.m.

PRESENT WERE:  Presiding Commissioner, Duane Ebeling, Eastern District Commissioner, Danette Clatt, Western District Commissioner, David Wiggins, and County Clerk, Batina Dodge.

Commissioner Wiggins moved to approve the consent agenda; seconded by Presiding Commissioner Ebeling. Motion carried 3-0.

The minutes from October 16, 2019 were presented. Commissioner Clatt moved to approve the regular session minutes; seconded by Commissioner Wiggins. Motion carried 3-0.

Commissioner Wiggins reported that he attended the quarterly LPA meeting with MoDOT on October 17, 2019.

Commissioner Clatt reported that she attended the Community Action meeting on October 22, 2019.

The Commission signed an updated change order for storm draining on the Road and Bridge facility enhancements. The Commission approved $3,491 for the cost of connecting downspouts off the new building to the buried storm drain. The service will be performed by Horst Plumbing, LLC.

The commission has approved change orders totaling nearly $58,000 in additional costs bringing the current price tag for the new county maintenance building to $461,966.

The Commission signed court orders 59-2019 and 60-2019.

Kevin Brown, Brent Walker, Dan Hite, Chris Feeney, and Julie Clapp presented the Commission with a follow-up of the community meeting held October 10th regarding cell phone towers. The Commission was also presented with a petition requesting them to issue a temporary moratorium on the construction of cell towers.

Seeing no further business, Presiding Commissioner Ebeling adjourned the meeting at 12:00 p.m.

The meeting was called to order at 8:30 a.m.

PRESENT WERE:  Presiding Commissioner, Duane Ebeling, Eastern District Commissioner, Danette Clatt, Western District Commissioner, David Wiggins, and County Clerk, Batina Dodge.

Commissioner Wiggins moved to approve the consent agenda; seconded by Presiding Commissioner Ebeling. Motion carried 3-0.

The minutes from October 23, 2019 were presented. Commissioner Clatt moved to approve the regular session minutes; seconded by Commissioner Wiggins. Motion carried 3-0.

Commissioners Ebeling and Wiggins reported that they attended the NEMO Regional Planning meeting held Wednesday evening.

Gene Brown called to report that a tube on County Road 360 had collapsed.

At 9:35 a.m. Commissioner Clatt moved to enter executive session pursuant to RSMo § 610.021(1).  The motion was seconded by Commissioner Wiggins and carried 3-0.

Commissioner Wiggins moved to exit executive session at 10:25 a.m. The motion was seconded by Commissioner Clatt and carried 3-0.

The Commission approved an invoice received for maintenance of the Frogge Cemetery to be paid from the proceeds of the lease of the cemetery acreage.

Danny Norton called to request grading on County Road 817.

The Commission approved a purchase order for April Wilson, Prosecuting Attorney, to order ink cartridges.

Seeing no further business, Presiding Commissioner Ebeling adjourned the meeting at 12:00 p.m.

Commissioner Wiggins moved to approve the consent agenda; seconded by Presiding Commissioner Ebeling. Motion carried 3-0.

Commissioner Clatt moved to approve the minutes from October 24, 2019. Commissioner Wiggins seconded the motion. Motion carried 3-0.

Commissioner Wiggins moved to approve the executive minutes from October 24, 2019. Commissioner Clatt seconded the motion. Motion carried 3-0.

Ryan Clark, Road and Bridge Supervisor, discussed upcoming projects with the Commission.

Commissioner Ebeling signed Court Order #61-2019, 62-2019 and 63-2019.

Commissioners reviewed a monthly status report made available from McClure Engineering.

A notice to proceed from MoDOT on Project RRP-0005 (581) was received.

Seeing no further business, Commissioner Ebeling adjourned the meeting at 12:00 p.m.
