PLACE OF MEETING: Scotland County Courthouse Commission Chambers

The meeting was called to order at 8:30 a.m.

PRESENT WERE:  Presiding Commissioner, Duane Ebeling; Eastern District Commissioner, Danette Clatt; Western District Commissioner, David Wiggins; and County Clerk, Batina Dodge.                                

Commissioner Wiggins moved to approve the consent agenda; seconded by Presiding Commissioner Ebeling. Motion carried 3-0.

The minutes from August 14, 2019 were presented. Commissioner Clatt moved to approve the regular session minutes; seconded by Commissioner Wiggins. Motion carried 3-0.

The executive minutes from August 14, 2019 were presented.  Commissioner Wiggins moved to approve the executive session minutes; seconded by Presiding Commissioner Ebeling.  Motion carried 3-0.

Bob Haldeman, Joane Grogan, and Jay Grogan voiced concerns regarding the maintenance of County Road 563 to the Commission.

Sandy Arnold from Bank of Kirksville presented the Commission with paperwork to finalize the tax anticipation notes issued for funding the courthouse roof replacement project.

The county agreed to borrow $57,291.41 at the rate of 3.75% interest repayable by December 31st, 2019 on one note that can be renegotiated and extended by February 15, 2020 and $342,708.59 on a second note at the rate of 3.75% interest repayable by December 31st, 2019 that can be renegotiated and extended by December 31, 2020.

A letter of intent from the Bank of Kirksville indicated the institution planned to purchase and renew the tax anticipation notes on a seven year repayment period at the 3.75% interest rate, with annual principal payments averaging between $51,000 to $62,000, resulting in interest payments totaling  $53,971.35 over the seven year period.

Robert and Brian Kraus requested grading on County Road 400.

Seeing no further business, Presiding Commissioner Ebeling adjourned the meeting at 12:00 p.m.

The Commission approved a purchase order for Dana Glasscock, Recorder, to microfilm books.

The Commission approved a purchase order for Batina Dodge, County Clerk, to order postage for the biennial voter registration canvass.

Ryan Clark, Road and Bridge Supervisor, called the Commission to discuss current projects.

The Commission reviewed all proposals presented for their request for qualifications (RFQ) for consultant services on Project No. RRP-000S(581).  Howe Company was selected and notified.  Howe Company will draft a contract for negotiations in the near future.  The Commission also notified Bob Manzke, MoDOT Liaison, of their selection.

Jon Dwiggins, representative of the Howe Company, met with the Commission to discuss their consultant selection for Project No. RRP-000S(581).

Seeing no further business, Presiding Commissioner Ebeling adjourned the meeting at 12:00 p.m.
