PLACE OF MEETING: Scotland County Courthouse Commission Chambers

The meeting was called to order at 8:30 a.m.

PRESENT WERE:  Presiding Commissioner, Duane Ebeling; Eastern District Commissioner, Danette Clatt; Western District Commissioner, David Wiggins; and County Clerk, Batina Dodge

Commissioner Wiggins moved to approve the consent agenda; seconded by Presiding Commissioner Ebeling. Motion carried 3-0.

The minutes from May 15, 2019 were presented. Commissioner Clatt moved to approve the regular session minutes; seconded by Commissioner Wiggins. Motion carried 3-0.

The Commission reviewed change order #2 presented by Staat Tuckpointing and Waterproofing.  The change order presented two options for painting the columns on the east and west sides of the courthouse. After discussion, Commissioner Wiggins moved to accept alternate #1 of Change Order #2, opting to paint the four columns with Sherwin Williams paint to match the White Knight Coating at a cost of $3,904.

The motion was seconded by Commissioner Clatt, and carried 3-0.

The Commission received notice of obligation of engineering funds for BRO-B099(23).

The Commission approved invoice #0419246 to PSBA for engineering services on the county road and bridge facility.

Ryan Clark, Road and Bridge Supervisor, discussed current projects with the Commission.

The Commission reviewed budget reports presented by Batina Dodge, County Clerk.

Commissioner Clatt moved to enter executive session pursuant to RSMo § 610.021(1) at 10:01 a.m. The motion was seconded by Presiding Commissioner Ebeling, and carried 3-0.

Commissioner Wiggins moved to exit executive session at 10:55 a.m. The motion was seconded by Commissioner Clatt, and carried 3-0.

Commissioner Clatt moved to enter executive session pursuant to RSMo § 610.021(1) at 11:05 a.m. The motion was seconded by Commissioner Wiggins, and carried 3-0.

Commissioner Wiggins moved to exit executive session at 11:30 a.m. The motion was seconded by Commissioner Clatt, and carried 3-0.

The Commission approved invoice #42785229384 to The Garland Company for work completed on the courthouse roof project.

The Commission reviewed a proposal from 54 Design Group, LLC to revise the county’s website.  Commissioner Clatt moved to accept the proposal.  The motion was seconded by Commissioner Wiggins, and carried 3-0.

Seeing no further business, Presiding Commissioner Ebeling adjourned the meeting at 12:10 p.m.

The meeting was called to order at 8:30 a.m.

PRESENT WERE:  Presiding Commissioner, Duane Ebeling; Eastern District Commissioner, Danette Clatt was absent; Western District Commissioner, David Wiggins; and County Clerk, Batina Dodge

Commissioner Wiggins moved to approve the consent agenda; seconded by Presiding Commissioner Ebeling. Motion carried 2-0.

The minutes from May 16, 2019 were presented. Commissioner Wiggins moved to approve the regular session minutes; seconded by Presiding Commissioner Ebeling. Motion carried 2-0.

Anita Watkins, Circuit Clerk, reported several severe leaks in her office to the Commission. The Commission and Ken Yovich of The Garland Company inspected the leaks. All were in agreement that the leaks were due to the roof replacement project.

Ryan Clark, Road and Bridge Supervisor, discussed upcoming projects with the Commission.

Brent Walker inquired if any action had been taken on the request received from a citizen group calling upon the Commission to issue a six-month moratorium pursuant to RSMo § 67.5102(1) on the construction of any new wireless support structures.  The Commission responded that no official action had been taken yet, and that the Commission needed to discuss the issue when all three members were present.

The Commission received a letter from Congressman Sam Graves’ office regarding the proposed BRO rescission.

Jon Dwiggins, representative of Howe Company, called to get an update on the railroad bridge project agreements. The agreements are currently being reviewed by the County’s attorney.

Junior Arnold called to report a plugged culvert on County Road 665, and that the road signs are missing at the intersection of County Roads 664 and 665.

The Commission approved a purchase order for Dana Glasscock, Recorder of Deeds, to purchase postage.

Kathy Becraft, Collector of Revenue, reported a failing light in her office and the restroom on the first floor of the courthouse.  The Commission requested Dave Seppelt replace those lights, and several others that are failing, with LED lights.

Derek Weber, Executive Director of NEMO Regional Planning, reminded the Commission about their Spring meeting tonight, and discussed various project needs and the proposed BRO rescission.

Gary Dial, Circuit Judge, provided the Commission with an update on board bill assessments and electronic monitoring costs due to recent court rulings and rule changes.  Dial also discussed the abandonment of the divorce education program and funding, and will issue a court order directing disbursement of the funds.

Seeing no further business, Presiding Commissioner Ebeling adjourned the meeting at 12:00 p.m.

The Scotland County Commission adjourned to meet in regular session on Thursday, May 23, 2019.
