PLACE OF MEETING: Scotland County Courthouse Commission Chambers

The meeting was called to order at 8:30 a.m.

PRESENT WERE:  Presiding Commissioner, Duane Ebeling was absent; Eastern District Commissioner, Danette Clatt; Western District Commissioner, David Wiggins; and County Clerk, Batina Dodge.

Commissioner Wiggins moved to approve the consent agenda; seconded by Commissioner Clatt. Motion carried 2-0.

The minutes from January 30, 2019 were presented. Commissioner Clatt moved to approve the regular session minutes; seconded by Commissioner Wiggins. Motion carried 2-0.

Commissioner Clatt was designated as Presiding Commissioner in Commissioner Ebeling’s absence, pursuant to RSMo § 49.070.

The Commission approved a request for use of the courthouse lawn submitted by the Scotland County Antique Fair Association for August 18th – 24th.

The Commission audited and signed checks.

The annual meeting of the County of Scotland Improvement Corporation was held.  Commissioner Wiggins moved to appoint Presiding Commissioner Ebeling President; Commissioner Wiggins Secretary/Treasurer; Commissioner Clatt Vice-President; seconded by Commissioner Clatt.  Motion carried 2-0.

Commissioner Wiggins left at 10:15 a.m.

Ronnie Tinkle, representative of the Scotland County Ambulance District, discussed dispatching services with Sheriff Wayne Winn and Commissioner Clatt, and invited them to the Ambulance District meeting on February 11, 2019 at 7:00 p.m.

Seeing no further business, Commissioner Clatt adjourned the meeting at 12:45 p.m.

The Scotland County Commission adjourned to meet in regular session on Wednesday, February 13, 2019.  The County Commissioner’s Association of Missouri will hold their Annual Training Session February 6-8 in Columbia, Missouri.

The meeting was called to order at 8:30 a.m.

PRESENT WERE:  Presiding Commissioner, Duane Ebeling was absent; Eastern District Commissioner, Danette Clatt; Western District Commissioner, David Wiggins; and County Clerk, Batina Dodge.                                

Commissioner Wiggins moved to approve the consent agenda; seconded by Commissioner Clatt. Motion carried 2-0.

The minutes from January 31, 2019 were presented. Commissioner Clatt moved to approve the regular session minutes; seconded by Commissioner Wiggins. Motion carried 2-0.

Commissioner Wiggins was designated as Presiding Commissioner in Commissioner Ebeling’s absence, pursuant to RSMo § 49.070.

Ryan Clark, Road and Bridge Supervisor, discussed upcoming projects with the Commission.

The Commission ordered solicitation of bids for bulk diesel.

The Commission executed an agreement for use of office space, personal property, and materials with Scotland County Prosecuting Attorney April Wilson at 103 S. Main Street at a cost of $600 per month.

The Commission signed court orders 120-2018 through 129-2018.

Jacob Kapfer presented the Commission with a check for $1,145.00 for maintenance of the Veterans’ Memorial and Statue of Liberty in the courthouse lawn.  The money remains from Kapfer’s Eagle Scout project of restoring the memorials in 2018.

The Commission approved invoice #22304 to McClure Engineering for engineering services on Bridge #1600009.

The Commission approved a purchase order to April Wilson, Prosecuting Attorney, to order a printer and office supplies.

The Commission completed an authorization for the elevator safety inspection by Elevator Safety Services.

A contract was executed between the Commission and McClure Engineering for engineering services on Bridge #120.

Martin Meyer, architect for PSBA, called to schedule a bid opening for the renovation of the road and bridge facility.  Bids will be opened at 11:00 a.m. on March 7, 2019.

The Commission reviewed the Scotland County Financial Statement for the year ending December 31, 2018 as prepared by Batina Dodge, County Clerk.

Freddie Henderson discussed dispatching services and culvert replacement on County Road 861 with the Commission.

Russell Plazcek, salesman for Oden Enterprises, discussed potential projects with the Commission.

The Commission signed a copier maintenance contract for Dana Glasscock, Recorder of Deeds.

The Commission audited and signed checks.

Jim Kigar discussed juvenile detention bills with the Commission as well as maintenance of County Road 361.

Seeing no further business, the Commission adjourned the meeting at 12:00 p.m.

The Scotland County Commission adjourned to meet in regular session on Wednesday, February 27, 2019.

The meeting was called to order at 8:30 a.m.

PRESENT WERE:  Presiding Commissioner: Duane Ebeling- Absent; Eastern District Commissioner, Danette Clatt; Western District Commissioner, David Wiggins- Acting Presiding; Deputy County Clerk, Nancy McClamroch

Commissioner Clatt moved to approve the consent agenda; seconded by Commissioner Wiggins. Motion carried 2-0.

Commissioner Wiggins moved to approve the minutes from February 13, 2019. Commissioner Clatt seconded the motion. Motion carried 2-0.

Commissioner Clatt attended the Community Action Agency board meeting on February 26, 2019.

Carl Zeiset was in to talk to the commission about having ditching done on Road #266.

John Zeiset talked with the commissioners about Road #252.

Ryan Clark, R & B Supervisor visited with the Commissioners regarding ongoing projects.

Commissioner Clatt made a motion, seconded by Commissioner Wiggins to appoint Margaret Curry as the County Health Officer.

Commissioner Wiggins signed Court Orders # 2018-130 to #2018-136.

Commissioner Wiggins left at 10:11 a.m. to attend a funeral.

Seeing no further business, Commissioner Clatt adjourned the meeting at 11:00 a.m.
