PLACE OF MEETING: Scotland County Courthouse Commission Chambers

The meeting was called to order at 8:30 a.m.

PRESENT WERE:  Presiding Commissioner, Duane Ebeling; Eastern District Commissioner, Danette Clatt; Western District Commissioner, David Wiggins; and County Clerk, Batina Dodge.                                 

Commissioner Clatt moved to approve the consent agenda; seconded by Commissioner Wiggins. Motion carried 3-0.

The minutes from January 23, 2019 were presented. Commissioner Wiggins moved to approve the regular session minutes; seconded by Presiding Commissioner Ebeling. Motion carried 3-0.

The Commission called Ken Yovich, representative of The Garland Company, to discuss replacing the courthouse roof.  Yovich and contractors for the project will meet with the Commission on January 30th at 10:00 a.m.

The Commission called Bob Manzke, MoDOT District Design Liaison, to discuss programming Bridge #1200001 on County Road #961 for replacement.  Manzke indicated the County has enough BRO funds to program the bridge replacement project.  The Commission subsequently contacted Aaron McVicker, engineer for McClure Engineering, to request engineering for the bridge replacement project.

A meeting was held to discuss the victim advocate grant program.  Those in attendance included April Wilson, Scotland County Prosecuting Attorney; Lindsay Gravett, Schuyler County Prosecuting Attorney; and the Clark County Commission via telephone.  Costs incurred by Scotland County for the grant program were discussed, but no definite resolution for reimbursement was reached.

The Commission contacted Sandy Arnold at Bank of Kirksville to discuss a tax anticipation note to partially fund the courthouse roof replacement.

Discussion was held regarding the Transportation Advisory Committee (TAC).  Commissioner Clatt moved to appoint David Wiggins to replace Chipper Harris on the TAC to allow two County elected officials on the board.  The motion was seconded by Presiding Commissioner Ebeling, and passed 3-0.

Commissioner Clatt moved to appoint Chris Feeney to replace William Reckenberg on the TAC for inability to attend the meetings.  The motion was seconded by Commissioner Wiggins, and carried 3-0.

Seeing no further business, Presiding Commissioner Ebeling adjourned the meeting at 12:00 p.m.

The Scotland County Commission adjourned to meet in regular session on Wednesday, January 30, 2018.

The meeting was called to order at 8:30 a.m.

PRESENT WERE:  Presiding Commissioner, Duane Ebeling was absent; Eastern District Commissioner, Danette Clatt; Western District Commissioner, David Wiggins; and County Clerk, Batina Dodge.                                 

Commissioner Wiggins moved to approve the consent agenda; seconded by Commissioner Clatt. Motion carried 2-0.

The minutes from January 24, 2019 were presented. Commissioner Clatt moved to approve the regular session minutes; seconded by Commissioner Wiggins. Motion carried 2-0.

Commissioner Wiggins was designated as Presiding Commissioner in Commissioner Ebeling’s absence, pursuant to RSMo § 49.070.

Ryan Clark, Road and Bridge Supervisor, discussed upcoming projects with the Commission.

The Commission ordered solicitation of bids for a belly dump trailer.

The Commission approved Progress Invoice #4 on Project BRO-NBIL B099 (22).

The Commission issued a proclamation for Thank A Farmer Week, and presented the proclamation to Greg Probst on behalf of Scotland County Farm Bureau.

Ken Yovich, The Garland Company; Gary Klotz, Staat Tuckpointing & Waterproofing; and Brad Petterson, Shay Roofing, met with the Commission to discuss project specifications for the courthouse roof replacement.  Presiding Commissioner Ebeling joined the discussion via telephone.  The project is set to commence mid-March weather permitting, and is expected to be completed within three months.

Aaron McVicker, engineer for McClure Engineering, met with the Commission to discuss the replacement of Bridge #1200001 on County Road #961.  A request was issued to MoDOT for use of BRO funds for the project.

The Commission received notice of the Scotland County Library Board of Trustees organization. Scott Wickert is serving as president with Janet Brewer as vice president. Treasurer is Maxine Lancaster and secretary is Beth Johnson with Pam Shalley as a member.

The Commission received notice from the Missouri Department of Corrections regarding alternative jail sanction reimbursements. The correspondence indicated the governor’s proposed budget calls for the transfer of a $5 million appropriation for the Alternative Jail Sanction program back to jail reimbursement appropriations, meaning Alternative Jail Sanction reimbursement will not be process by the state this budget year.

Seeing no further business, the Commission adjourned the meeting at 12:00 p.m.
