PLACE OF MEETING: Scotland County Courthouse Commission Chambers

The meeting was called to order at 10:00 a.m.

PRESENT WERE:  Presiding Commissioner, Duane Ebeling; Eastern District Commissioner, Danette Clatt; Western District Commissioner, David Wiggins; and County Clerk, Batina Dodge.

Commissioner Wiggins moved to approve the consent agenda; seconded by Presiding Commissioner Ebeling. Motion carried 3-0.

Commissioner Clatt moved to approve the minutes from December 27, 2018. Commissioner Wiggins seconded the motion. Motion carried 3-0.

A public hearing was held at 10:00 for the purpose of amending the 2018 Budget. Hearing no comments, Commissioner Wiggins moved, and Commissioner Clatt seconded the motion, to amend the following budgets: General Revenue, Tax Maintenance Fund, Law Enforcement Sales Tax, Road and Bridge, and Special Road Rock.  Motion carried 3-0.

The Commission audited and signed checks.

At 11:00, Circuit Judge, Gary Dial, swore in the following elected officials: Kimberly J. Nicoli, Associate Circuit Judge; Duane Ebeling, Presiding Commissioner; Anita Watkins, Circuit Clerk; April S. Wilson, Prosecuting Attorney; Batina Dodge, County Clerk; Kathy Kiddoo, Treasurer; Kathy Becraft, Collector of Revenue; Dana Glasscock, Recorder of Deeds.

Seeing no further business, Presiding Commissioner Ebeling adjourned the meeting at 11:30 a..m.

The Scotland County Commission adjourned to meet in regular session on Wednesday, January 2, 2019.

PLACE OF MEETING: Scotland County Courthouse Commission Chambers

The meeting was called to order at 8:30 a.m.

PRESENT WERE:  Presiding Commissioner, Duane Ebeling; Eastern District Commissioner, Danette Clatt; Western District Commissioner, David Wiggins; and County Clerk, Batina Dodge.

Commissioner Clatt moved to approve the consent agenda; seconded by Presiding Commissioner Ebeling. Motion carried 3-0.

The minutes from December 28, 2018 were presented. Commissioner Wiggins moved to approve the special session minutes; seconded by Commissioner Clatt. Motion carried 3-0.

The Commission signed court order 113-2018.

The Commission worked on the 2019 Budget.

Ryan Clark, Road and Bridge Supervisor, discussed budget and equipment needs with the Commission.

The Commission approved the 4th quarter assessment reimbursement request to the State Tax Commission presented by Nancy McClamroch, Deputy County Clerk.

The Commission acknowledged receipt of the following letter from Judge Karl DeMarce making a donation of numerous law books to the Scotland County Law Library. “These are items for which 1 will no longer have any routine use, but which may have some utility to the judges, attorneys, and elected officials of our area. I offer these in the spirit of the sage advice which Judge H. Richard Webber gave me over twenty years ago: ‘Never throw away the old statutes. Someday, you will need to know what the law was.’ Through the course of my judicial career, this has proven true on multiple occasions.”

Seeing no further business, Presiding Commissioner Ebeling adjourned the meeting at 12:00 p.m.
