PLACE OF MEETING: Scotland County Courthouse Commission Chambers

The meeting was called to order at 8:30 a.m.

PRESENT WERE:  Presiding Commissioner, Duane Ebeling, Eastern District Commissioner, Danette Clatt, Western District Commissioner, David Wiggins, and County Clerk, Batina Dodge.

Commissioner Wiggins moved to approve the consent agenda; seconded by Presiding Commissioner Ebeling. Motion carried 3-0.

Commissioner Clatt moved to approve the minutes from December 12, 2018. Commissioner Wiggins seconded the motion. Motion carried 3-0.

The Commission signed court orders 91-2018 through 102-2018.

Coney Baker discussed the low water crossing on County Road #958 with the Commission.

Rodney Newland discussed the low water crossing on County Road #963 with the Commission.

Seeing no further business, Presiding Commissioner Ebeling adjourned the meeting at 12:00 p.m.

The Scotland County Commission adjourned to meet in regular session on Wednesday, December 19, 2018.

The meeting was called to order at 8:30 a.m.

PRESENT WERE:  Presiding Commissioner: Duane Ebeling, Eastern District Commissioner, Danette Clatt, Western District Commissioner, David Wiggins, Batina Dodge- Left at 9:00 a.m.,                                 Deputy County Clerk, Nancy McClamroch.

Commissioner Wiggins moved to approve the consent agenda; seconded by Presiding Commissioner Ebeling. Motion carried 3-0.

Commissioner Clatt moved to approve the minutes from December 13, 2018. Commissioner Wiggins seconded the motion. Motion carried 3-0.

Kathy Kiddoo, Treasurer, presented the Commission with the monthly settlement.

Jeff Long with Ferrellgas was in to talk to the Commission about a problem with the vaporizer at the propane tanks.

Ryan Clark, R & B Supervisor visited with the Commissioners regarding ongoing projects.

Terry Johnston came in and was asking about a guard rail that have been removed on CR # 515.

Martin Meyer, PSBA talked with the Commission about the proposed Road and Bridge building drawings.

Seeing no further business, Presiding Commissioner Ebeling adjourned the meeting at 12:00 p.m.

The meeting was called to order at 8:30 a.m.

PRESENT WERE:  Presiding Commissioner, Duane Ebeling, Eastern District Commissioner, Danette Clatt, Western District Commissioner, David Wiggins, and County Clerk, Batina Dodge.

Commissioner Wiggins moved to approve the consent agenda; seconded by Presiding Commissioner Ebeling. Motion carried 3-0.

Commissioner Clatt moved to approve the minutes from December 20, 2018. Commissioner Wiggins seconded the motion. Motion carried 3-0.

Ryan Clark, Road and Bridge Supervisor, discussed current projects with the Commission.

The Commission signed court orders #107-2018 through 111-2018.

Lee Wayland discussed rock pricing with the Commission.

The Commission received the annual report for Friendship Cemetery, noting $1,000 from the recently cashed $2,259.43 certificate of deposit (CD) was expended for maintenance and improvement of the grounds, leaving a unused balance of $1,259.43. The expenditure of the remaining funds will be reported to the commission by the association’s treasurer Lerea Bloomfield.

Marla from NEMO Regional Planning called to discuss grants with the Commission.

The Commission reviewed the soft-match credit submittal for Bridge #160 prepared by Batina Dodge, County Clerk.

Denver Oberholtzer discussed his CAFO permit application with the Commission.

Seeing no further business, Presiding Commissioner Ebeling adjourned the meeting at 12:00 p.m.

The meeting was called to order at 8:30 a.m.

PRESENT WERE:  Presiding Commissioner, Duane Ebeling, Eastern District Commissioner, Danette Clatt, Western District Commissioner, David Wiggins, and County Clerk, Batina Dodge.

Commissioner Wiggins moved to approve the consent agenda; seconded by Presiding Commissioner Ebeling. Motion carried 3-0.

Commissioner Clatt moved to approve the minutes from December 26, 2018. Commissioner Wiggins seconded the motion. Motion carried 3-0.

The Commission discussed Ordinance 09-01 with Travis Elliott, attorney.  Commissioner Wiggins moved to postpone the final determination of County Health Permit Application for Denver Oberholtzer until March 6, 2019.  The motion was seconded by Commissioner Clatt, and carried 3-0. 

A letter was issued to Mr. Oherholtzer, referencing prior correspondence from October 18, 2018, when the County Commission postponed a final determination of the Application for County Health Permit for at least 30 days, requesting submission of additional information, including, evidence of right, title and interest in the real estate pursuant to section 32(2) and (3) of Scotland County Ordinance 09-01 in the form of a copy of a properly recorded Warranty Deed to the real estate at issue.

The County Commission noted it had not received the requested information, necessitating the additional postponement.

Ervin Nolt reported a washout on County Road #264.

The Commission discussed a proposal for property and liability insurance with Scott Whitehill of Gallagher Insurance.

Kenneth Hoover requested brush removal on County Road #115.
