PLACE OF MEETING: Scotland County Courthouse Commission Chambers

The meeting was called to order at 8:30 a.m.

PRESENT WERE:  Presiding Commissioner: Duane Ebeling; Eastern District Commissioner, Danette Clatt; Western District Commissioner, David Wiggins; and Deputy County Clerk, Nancy McClamroch.

Commissioner Wiggins moved to approve the consent agenda; seconded by Presiding Commissioner Ebeling. Motion carried 3-0.

Commissioner Clatt moved to approve the minutes from September 19, 2018. Commissioner Wiggins seconded the motion. Motion carried 3-0.

Scotland County Collector Kathy Becraft presented paperwork from Bank of Kirksville to add Deputy Stacie Dannenhauer to the account.

Sheriff Wayne Winn was in to talk with the commission about the storage unit.

The Commission received a renewal proposal letter from the City of Memphis regarding the dispatching agreement.  The annual agreement, which was due for renewal on November 1st, calls for a 2% increase in the annual fee. The $507.36 increase brings the annual cost for 2018 to $25,872.48.

Commissioner Clatt moved to accept the renewal as proposed; seconded by Commissioner Wiggins.  Motion carried 3-0.

Denver Oberholtzer was in to talk to commission on paperwork for a CAFO.

Jim Curry was in and talked with the Commission about County Road #562.

Seeing no further business, Presiding Commissioner Ebeling adjourned the meeting at 12:00 p.m.

The Scotland County Commission adjourned to meet in regular session on Wednesday, September 26, 2018.

PRESENT WERE:  Presiding Commissioner: Duane Ebeling; Eastern District Commissioner, Danette Clatt; Western District Commissioner, David Wiggins; and County Clerk, Batina Dodge

Commissioner Wiggins moved to approve the consent agenda; seconded by Presiding Commissioner Ebeling. Motion carried 3-0.

Commissioner Clatt moved to approve the minutes from September 20, 2018. Commissioner Wiggins seconded the motion. Motion carried 3-0.

The Commission signed a rental agreement with Altorfer to rent a roller for resurfacing on Route Y (County Road 161).

Denver Oberholtzer and Joe Abbot from FCS Financial met with the Commission.  Oberholtzer presented an application for a CAFO permit under Ordinance 09-01.  The Commission reviewed the application, and set a date for public hearing on October 18, 2018.

Kathy Becraft, Collector, discussed delinquent tax properties in Gorin with the Commission.

A meeting of elected officials convened at 10:00 with the following in attendance:  Duane Ebeling, Presiding Commissioner; David Wiggins, Western District Commissioner; Danette Clatt, Eastern District Commissioner; Batina Dodge, County Clerk; Dana Glasscock, Recorder of Deeds; Kathy Becraft, Collector; and Jim Kigar, Juvenile Officer.  Each office holder gave a short report of activity in their office. The next meeting date was set for January 9, 2019 at 10:00 a.m..

Seeing no further business, Presiding Commissioner Ebeling adjourned the meeting at 12:00 p.m.
