Scotland County Commission Meeting Minutes

PLACE OF MEETING: Scotland County Courthouse Commission Chambers.

The meeting was called to order at 8:30 a.m.

PRESENT WERE: Eastern District Commissioner, Danette Clatt, Western District Commissioner, David Wiggins, and Deputy County Clerk, Nancy McClamroch. Presiding Commissioner, C.E. Harris, Jr. was absent.

Commissioner Wiggins moved to approve the consent agenda; seconded by Commissioner Clatt. Motion carried 2-0.

The minutes from July 30, 2014 were presented. Commissioner Clatt moved to approve the regular session minutes; seconded by Commissioner Wiggins. Motion carried 2-0.

Commissioner Clatt was designated as Presiding Commissioner in Commissioner Harris’ absence, pursuant to RSMo § 49.070.

At 9:00 a.m., Commissioner Clatt opened a public hearing to amend the 2014 Budget.  Chris Feeney and Duane Ebeling were in attendance.  Hearing no opposition, Commissioner Clatt moved to amend the 2014 Budget as presented; seconded by Commissioner Wiggins.  Motion carried 2-0.  Commissioner Clatt adjourned the hearing at 9:20 a.m.

A special meeting was held to discuss the issuance of a tax anticipation note in the amount of $192,375.80 in favor of Bank of Kirksville. On the advice of counsel, Kimberly Nicoli and Ivan Schraeder, two notes were issued, in the amounts of $38,475.16 and $153,900.64, totaling $192,375.80.  No one appeared in opposition to the issuance of the notes.

The first note will be due December 31st, 2014 with payment of $38,475.16 plus three percent interest to come out of the 2014 Scotland County General Revenue. The note can be extended until February 15, 2015.

  The second note also will be due December 31st, 2014, but holds options to be continued.

Sandy Arnold, representing Bank of Kirksville, was present for the special meeting. Upon issuance of the notes, Arnold presented a letter of intent to the Commission for Bank of Kirksville to purchase and renew the tax anticipation notes issued by Scotland County based upon a repayment period of 5 years with an interest rate not to exceed three percent (3%). The five annual payments, including interest will be $41,147.39 on Feb. 15, 2015; $43,092.18 on Feb. 15, 2016; $41,937.92 on Feb. 15, 2017; $40,783.67 on Feb. 15, 2018; and $39,629.42 on Feb. 15, 2019.

Payment for the satisfaction of judgment on Cause No. 12SE-CC00031 was issued.

The Commission audited and signed checks.

Bryan Whitney, Deputy Sheriff, informed the Commission that he will be notifying Dr. Jeffrey Davis, Coroner, of a possible indigent burial.

The Commission approved a purchase order for Anita Watkins, Circuit Clerk, to order office supplies.

Michael Purol, engineer for PSBA, called to discuss designs on Bridge #159.

Aaron McVicker, engineer for SKW, discussed wetland delineation on Bridge #251 with the Commission.

Seeing no further business, the Commission adjourned the meeting at 12:00 p.m.

The meeting was called to order at 8:30 a.m.

PRESENT WERE: Eastern District Commissioner, Danette Clatt; Western District Commissioner, David Wiggins; and County Clerk, Batina Dodge. Presiding Commissioner, C.E. Harris, Jr. was absent.

Commissioner Wiggins moved to approve the consent agenda; seconded by Commissioner Clatt. Motion carried 2-0.

The minutes from July 31, 2014 were presented. Commissioner Clatt moved to approve the regular session minutes; seconded by Commissioner Wiggins. Motion carried 2-0.

Commissioner Wiggins was designated as Presiding Commissioner in Commissioner Harris’ absence, pursuant to RSMo § 49.070.

Kathy Kiddoo, Treasurer, presented a monthly settlement of funds.

The Commission approved a purchase order for Batina Dodge, County Clerk, to order pre-stamped envelopes.

The Commission signed court order #22-2014.

The Commission approved a request for use of courthouse lawn for the Scotland County Antique Fair.

Commissioner Clatt left at 11:00 a.m.

Rachel Russell, attorney from the Public Defender’s office, presented the Commission with plans for office renovations to accommodate a third attorney and a new lease, which would increase the County’s portion of the rent by $116.55 per quarter beginning January 2015.  Commissioner Wiggins tabled the issue until it could be discussed with Commissioner Clatt.

Seeing no further business, Commissioner Wiggins adjourned the meeting at 12:00 p.m.

The Scotland County Commission adjourned to meet in regular session on Thursday, August 7, 2014.
