PLACE OF MEETING: Scotland County Courthouse Commission Chambers

The meeting was called to order at 8:30 a.m.

PRESENT WERE:  Presiding Commissioner, Duane Ebeling; Eastern District Commissioner, Danette Clatt: Western District Commissioner, David Wiggins; and County Clerk, Batina Dodge.

Commissioner Clatt moved to approve the consent agenda; seconded by Presiding Commissioner Ebeling. Motion carried 3-0.

The minutes from July 26, 2017 were presented. Commissioner Wiggins moved to approve the regular session minutes; seconded by Presiding Commissioner Ebeling. Motion carried 3-0.

The Commission reviewed bids for materials on Bridge #217 from Viebrock Sales and Service and Oden Enterprises.

Commissioner Wiggins left at 9:45 a.m.

Discussion was held regarding the bids for materials on Bridge #217: Viebrock Sales and Service – $86,956.70; Oden Enterprises – $73,879.96

Commissioner Clatt moved to award the bid to Oden Enterprises pending Block Grant approval. The motion was seconded by Presiding Commissioner Ebeling, and carried 2-0.

Seeing no further business, Presiding Commissioner Ebeling adjourned the meeting at 12:00 p.m.

The Scotland County Commission adjourned to meet in regular session on Wednesday, August 2, 2017.

The meeting was called to order at 8:30 a.m.

PRESENT WERE:  Presiding Commissioner, Duane Ebeling; Eastern District Commissioner, Danette Clatt; Western District Commissioner, David Wiggins; and County Clerk, Batina Dodge.

Commissioner Wiggins moved to approve the consent agenda; seconded by Presiding Commissioner Ebeling. Motion carried 3-0.

The minutes from July 27, 2017 were presented. Commissioner Clatt moved to approve the regular session minutes; seconded by Presiding Commissioner Ebeling. Motion carried 2-0 with Commissioner Wiggins abstaining.

The Commission granted permission to the Scotland County Rotary to utilize a portion of the courthouse lawn for bingo during the Antique Fair.

Kevin James and Amy Crawford of MoDOT, Teresa Skinner of NEMO Regional Planning, and Ryan Clark, Road and Bridge Supervisor, met with the Commission to discuss the condition of Highway 15 North of Memphis. The Commission voiced concerns regarding the poor condition of the bridges, shoulders, and pavement.  James and Crawford explained that some patching was currently being done, and some shoulder work would be done in four to six weeks. They also offered to investigate the possibility of making the bridges one-lane, not due to structural deficiency, but for traffic safety. The Commission asked MoDOT to pursue that possibility.

Ryan Clark, Road and Bridge Supervisor, discussed current projects with the Commission.

The Commission granted permission to Richard Briggs for placement of the food shack for the Antique Fair on the Courthouse lawn.

Seeing no further business, Presiding Commissioner Ebeling adjourned the meeting at 12:00 p.m.
