PLACE OF MEETING: Scotland County Courthouse Commission Chambers

The meeting was called to order at 8:30 a.m.

PRESENT WERE:  Presiding Commissioner, Duane Ebeling; Eastern District Commissioner, Danette Clatt; Western District Commissioner, David Wiggins; and County Clerk, Batina Dodge.

Commissioner Wiggins moved to approve the consent agenda; seconded by Presiding Commissioner Ebeling. Motion carried 3-0.

The minutes from March 22, 2017 were presented. Commissioner Clatt moved to approve the regular session minutes; seconded by Commissioner Wiggins. Motion carried 3-0.

Commissioner Wiggins moved to enter executive session at 9:07 a.m. pursuant to RSMo § 610.021(1) due to time sensitive issues.  The motion was seconded by Commissioner Clatt, and carried 3-0.

Commissioner Clatt moved to exit executive session at 9:30 a.m.  The motion was seconded by Presiding Commissioner Ebeling, and carried 3-0.

Discussion was held regarding consultant selection for CDBG project 2016-PF-16.  Commissioner Wiggins moved to award the contract to SKW. The motion was seconded by Commissioner Clatt, and carried 3-0.

Russell Plazcek, Oden representative, discussed upcoming projects with the Commission.

Seeing no further business, Presiding Commissioner Ebeling adjourned the meeting at 12:00 P.M.

The meeting was called to order at 8:30 a.m.

PRESENT WERE:  Presiding Commissioner, Duane Ebeling; Eastern District Commissioner, Danette Clatt; Western District Commissioner, David Wiggins; and County Clerk, Batina Dodge.

Commissioner Wiggins moved to approve the consent agenda; seconded by Presiding Commissioner Ebeling. Motion carried 3-0.

The minutes from March 23, 2017 were presented. Commissioner Clatt moved to approve the regular session minutes; seconded by Commissioner Wiggins. Motion carried 3-0.

The Commission approved invoice 18509 to Elevator Safety Services for the annual elevator inspection.

Ryan Clark, Road and Bridge Supervisor, met with the Commission to discuss upcoming projects.

Discussion was held regarding the County’s current paid rock hauling policy.  The Commission adopted the following paid rock policy effective immediately:

$10.00/ton for 1” or 1 ¼” surfacing rock for county roads; $15.00/ton for specialty rock for county roads; $18.00/ton for rock chips for county roads; $15.00/ton for 1” or 1 ¼” surfacing rock for not-for-profit entities; $20.00/ton for specialty rock for not-for-profit entities; $23.00/ton for rock chips for not-for-profit entities.

The Commission approved a copier maintenance contract for the Sheriff’s Office.

Commissioner Clatt moved to enter executive session at 11:00 a.m. pursuant to RSMo § 610.021(1).  The motion was seconded by Commissioner Wiggins, and carried 3-0.

Commissioner Wiggins moved to exit executive session at 11:40 a.m.  The motion was seconded by Commissioner Clatt, and carried 3-0.

St. Clair County sent a proposed agreement for trade of soft-match credit/BRO funds from the federal County Off-System Bridge program. St. Clair County offered $81,250 in BRO dollars in exchange for $125,000 of Scotland County’s BRO soft match credits.

Seeing no further business, Presiding Commissioner Ebeling adjourned the meeting at 12:00 p.m.
