PLACE OF MEETING: Scotland County Courthouse Commission Chambers

The meeting was called to order at 8:30 a.m.

PRESENT WERE:  Presiding Commissioner, Duane Ebeling was absent; Eastern District Commissioner, Danette Clatt; Western District Commissioner, David Wiggins; and County Clerk, Batina Dodge.

Commissioner Wiggins moved to approve the consent agenda; seconded by Commissioner Clatt. Motion carried 2-0.

The minutes from February 22, 2017 were presented. Commissioner Clatt moved to approve the regular session minutes; seconded by Commissioner Wiggins. Motion carried 2-0.

Commissioner Clatt was designated as Presiding Commissioner in Commissioner Ebeling’s absence, pursuant to RSMo § 49.070.

The Commission signed court orders #95-2016 and 96-2016.

Sean McGonigle, Risk Manager for the MAC Worker’s Compensation Trust, visited with the Commission about the County’s coverage.

The Commission contacted Gas & More regarding fuel card purchasing contracts. At this time, Gas & More is unable to contract fuel purchases with the County.

The Commission contacted Steve Jones, MFA representative, to discuss fuel card purchasing contracts.  Jones will present the Commission with a contract next week.

Seeing no further business, the Commission adjourned the meeting at 12:00 p.m.

PLACE OF MEETING: Scotland County Courthouse Commission Chambers

The meeting was called to order at 8:30 a.m.

PRESENT WERE:  Presiding Commissioner, Duane Ebeling; Eastern District Commissioner, Danette Clatt; Western District Commissioner, David Wiggins; and County Clerk, Batina Dodge.

Commissioner Wiggins moved to approve the consent agenda; seconded by Presiding Commissioner Ebeling. Motion carried 3-0.

The minutes from February 23, 2017 were presented. Commissioner Clatt moved to approve the regular session minutes; seconded by Commissioner Wiggins. Motion carried 2-0 with Presiding Commissioner Ebeling abstaining.

The Commission signed court orders #97-2016 and 98-2016.

The Commission reviewed fuel consumption reports and overtime reports presented by Nancy McClamroch, Deputy County Clerk.

Ryan Clark, Road and Bridge Supervisor, met with the Commission to discuss current projects.

Jeremy Wegner, BNSF representative, called to arrange another meeting with the Commission to discuss a railroad crossing closure near Gorin. They will meet on March 23rd at 9:00 a.m.

Bids for pickups were opened and read as follows:

Kirksville Motor Company – $28,455.00; Lovegreen Ford – $25,473.00.

Discussion was held.  Commissioner Wiggins moved to accept the bid from Lovegreen Ford for a F250 regular cab XL 4×4 as lowest and best.  The motion was seconded by Commissioner Clatt, and carried 3-0.

Dave Davison, Executive Director NEMO RPC, discussed CDBG project 2016-PF-16 with the Commission.  The Commission requested Davison to solicit requests for qualifications (RFQs) for engineering design for the project.

The Commission approved a copier contract for Dana Glasscock, Recorder of Deeds.

Seeing no further business, Presiding Commissioner Ebeling adjourned the meeting at 12:00 p.m.

PLACE OF MEETING: Scotland County Courthouse Commission Chambers

The meeting was called to order at 8:30 a.m.

PRESENT WERE:  Presiding Commissioner, Duane Ebeling; Eastern District Commissioner, Danette Clatt; Western District Commissioner, David Wiggins; and County Clerk, Batina Dodge.

Commissioner Wiggins moved to approve the consent agenda; seconded by Presiding Commissioner Ebeling. Motion carried 3-0.

The minutes from March 1, 2017 were presented. Commissioner Clatt moved to approve the regular session minutes; seconded by Commissioner Wiggins. Motion carried 3-0.

Bids for bulk diesel were opened and read as follows: MFA – $1.9015; Prairieland FS –  $1.8507 ($2.053 for 2,880 gallons #1), ($1.835 for 37,120 gallons #2)

Commissioner Wiggins moved to accept the low bid from Prairieland FS. The motion was seconded by Commissioner Clatt and carried 3-0.

Commissioner Clatt moved to enter executive session due to time sensitive issues at 10:50 a.m. The motion was seconded by Presiding Commissioner Ebeling, and carried 3-0.

Commissioner Clatt moved to exit executive session at 11:04 a.m. The motion was seconded by Presiding Commissioner Ebeling, and carried 3-0.

Bids for fuel card purchasing contracts were opened and read as follows:

MFA $2.2375/gallon for 3,000 gallons of fuel for the Sheriff’s department and 4,000 gallons of fuel for road and bridge.

After discussion, Commissioner Clatt moved to accept the bid from MFA.  The motion was seconded by Commissioner Wiggins, and carried 3-0.

Jeremy Wegner, BNSF representative, called the Commission to change their meeting date to March 15th at 11:00 for discussion of a railroad closure near Gorin.

Seeing no further business, Presiding Commissioner Ebeling adjourned the meeting at 12:00 p.m.

PLACE OF MEETING: Scotland County Courthouse Commission Chambers

The meeting was called to order at 8:30 a.m.

PRESENT WERE:  Presiding Commissioner: Duane Ebeling; Eastern District Commissioner, Danette Clatt; Western District Commissioner, David Wiggins; and Deputy County Clerk, Nancy McClamroch.

Commissioner Wiggins moved to approve the consent agenda; seconded by Commissioner Ebeling. Motion carried 3-0.

Commissioner Clatt moved to approve the minutes from March 2; seconded by Commissioner Wiggins. Motion carried 3-0.

Commissioner Clatt attended Community Action meeting on March 7th.

Commissioner Wiggins attended the University of Missouri Extension Council meeting on March 7th.

Ryan Clark, Road and Bridge Supervisor, met with the Commission.

Commissioner Ebeling approved two purchase orders, stamps for Dana Glasscock, Recorder, and Revisor of Statute books for Anita Watkins, Circuit Clerk.

Commissioners reviewed sales tax revenues for 2017.

Kathy Kiddoo, Treasurer, presented the Commissioners with monthly settlement.

A Resolution of Appointment was signed by Commissioner Ebeling to appoint Commissioner Wiggins and Ebeling to be members of the Northeast Missouri Solid Waste Management District. Commissioner Clatt will be an alternate.

Commissioner Wiggins made a motion that whatever interest the County may have in the Barnett Statue is now transferred to the Scotland County Historical Society; seconded by Commissioner Clatt. Motion carried 3-0.

Seeing no further business, Commissioner Ebeling adjourned the meeting at 12:00 p.m.
