The Board of the City of Downing convened at 6:00 p.m. on August 7, 2017 with Mayor Alan Garrett presiding. Present were Aldermen Ray Bange, Gene Bruner, and Hannah Poe. City Clerk Carol Dryden and Water[Waste Water Operator Larry Smith.

Copies of the agenda, minutes from previous meeting, water/waste water report, deposits & disbursements and account balances were given to those present.

Mayor Alan Garrett called the meeting to order,

A motion to approve the agenda was made by Gene Bruner and seconded by Ray Bange and carried unanimously.

A motion to approve the minutes from the previous meeting was made by Ray Bange and seconded by Gene Bruner and carried unanimously.

A motion to approve the bills was made by Ray Bange and seconded by Gene Bruner and carried unanimously.

Water/Waste Water Report: Larry told the board that we are getting some algae in the lagoon and needs to be treated. He will need a boat with a motor to be able to put required chemicals in. He has a boat and will price some small trolling motors and report to the board.

Street Maintenance: Received more rock still more to come. Larry will begin working on the roads as soon as he can.

Old Business: Still working toward getting the town cleaned up.

New Business: Discussed Property tax rate, this will remain the same as last year. Carol will get hold of Levi to discuss the trimming at the cemetery. Old flowers need to be removed and thrown away.

Have a light pole on Smoot Street that doesn’t work, Gene will get the information off the pole and Carol will call Ameren to see if it can be put back into service. We will also be checking on easements as some people are getting junk piles close to the roads.

Complaints and other business that the board has been made aware of: The roads need some attention as there are several places that are getting large ruts in them. Larry will be working on them right away. We also had complaint of water running down one ditch all the time. Larry called One Call and is having it marked so it can be dug up and find out what the problem is.

Positive Thoughts: We will stay united as a board and work toward improving our town.
