The Board of the City of Downing convened at 6:00 pm on December 3, 2018 with Mayor Alan Garrett presiding. Present were Aldermen Bill Anderson, Ray Bange, Gene Bruner. City Clerk Carol Dryden and Water/Waste Water Operator John Petary.

Copies of the Agenda, minutes of the last meeting, deposits & disbursements, monthly water report, account balances and the 2019 budget were given to all present.

Mayor Alan Garrett called the meeting to order.

A motion to approve the agenda was by Bill Anderson and seconded by Gene Bruner and carried unanimously.

A motion to approve the minutes of the last meeting was made by Gene Bruner and seconded by Ray Bange and carried unanimously.

A motion to approve the bills was made by Bill Anderson and seconded by Gene Bruner and carried unanimously.

Alex Dunker from MECO Engineering was here to go over the proposal for doing some testing on the water system for making improvements. The cost of the testing program will be not to exceed $4,200.

A motion to approve the proposal was made by Bill Anderson and seconded by Ray Bange and carried unanimously.

Water/Waste Water Report: Everything is going well with the water system. Because of the snow we estimated the bills this month. We are doing batch discharge on the sewer so John will keep watch on the lagoon to decide when it needs to be opened. Carol and John will both be taking the sewer classes in January, this way we will always have a backup operator.

Street Maintenance: John is doing a good job with the roads. He had his first time of removing snow this past week. Lots of compliments on the job he did. Next time he will do the route in order of doing Prime street so that the Fire Station and Post Office are clear then go to the Senior Housing. After this he will continue to get all the streets in town.

Old Business: The board went over the proposal from Advance Disposal for doing a city wide trash pickup. They didn’t think this would benefit the people of the town.

A motion was made not to accept the proposal from Advanced Disposal by Bill Anderson and seconded  by Ray Bange and carried unanimously.

Positive Thoughts: The City hopes everyone has a wonderful Christmas Season.

A motion to adjourn the meeting at 7:30 was made by Bill Anderson and seconded by Gene Bruner and carried unanimously.
