PLACE OF MEETING: Scotland County Courthouse Commission Chambers

The meeting was called to order at 8:30 a.m.

PRESENT WERE:  Presiding Commissioner: Duane Ebeling; Eastern District Commissioner, Danette Clatt; Western District Commissioner, David Wiggins; and Deputy County Clerk, Nancy McClamroch.

Commissioner Wiggins moved to approve the consent agenda; seconded by Presiding Commissioner Ebeling. Motion carried 3-0.

Commissioner Clatt moved to approve the minutes from August 21, 2019. Commissioner Wiggins seconded the motion. Motion carried 3-0.

Aaron Hugenberg, MoDOT District Bridge Inspector, presented the Commission with the biennial bridge inspection report. Ryan Clark, R&B Supervisor was in attendance.

Sean McGonigle, MAC Trust Risk Manager, visited with the Commission regarding workers comp insurance.

In accordance with RSMo § 137.005, the Commission held a public hearing on the proposed rate of taxes for County purposes.  Having no public comment, Commissioner Clatt moved to set the tax rates as follows: General Revenue 0.004953; Road and Bridge 0.006592; Special Road Rock $.75 per agricultural acre.

The motion was seconded by Commissioner Wiggins.  Motion carried 3-0.  Kathy Becraft, Collector, was in attendance.

The Commission examined the collector’s bond pursuant to RSMo § 52.080, and determined the bond to be sufficient and the sureties still solvent.

Jeff Alton, SEMA Regional Coordinator for Region B stopped in to see if the Commissioners had any questions for him.

Seeing no further business, Commissioner Ebeling adjourned the meeting at 12:00 p.m.

The meeting was called to order at 8:30 a.m.

PRESENT WERE:  Presiding Commissioner: Duane Ebeling; Eastern District Commissioner, Danette Clatt; Western District Commissioner, David Wiggins; and Deputy County Clerk, Nancy McClamroch.

Commissioner Wiggins moved to approve the consent agenda; seconded by Presiding Commissioner Ebeling. Motion carried 3-0.

Commissioner Clatt moved to approve the minutes from August 21, 2019. Commissioner Wiggins seconded the motion. Motion carried 3-0.

Shannon Howe and Jon Dwiggins with Howe Co. met with the Commissioners regarding their agreement of the new railroad bridge that will be built at Gorin.

Lloyd Erickson was in to see if the Commissioners would fly a POW flag along with the American flag. The commissioners agreed and Erickson returned with a flag.

Seeing no further business, Commissioner Ebeling adjourned the meeting at 12:00 p.m.

Commissioner Clatt moved to approve the minutes from August 28, 2019. Commissioner Wiggins seconded the motion. Motion carried 3-0.

Commissioners approved a purchase order for envelopes for Anita Watkins, Circuit Clerk.

Allen Creek, City Administrator, met with the commission about the county possibly helping with the cost of repaving the city square. The commission informed him that because of budget that they could do nothing for the rest of this year. They will look in to it for next year’s budget.

Seeing no further business, Commissioner Ebeling adjourned the meeting at 12:00 p.m.

The meeting was called to order at 8:30 a.m.

PRESENT WERE:  Presiding Commissioner, Duane Ebeling; Eastern District Commissioner, Danette Clatt; Western District Commissioner, David Wiggins; and County Clerk, Batina Dodge

Commissioner Wiggins moved to approve the consent agenda; seconded by Presiding Commissioner Ebeling. Motion carried 3-0.

The minutes from August 29, 2019 were presented. Commissioner Clatt moved to approve the regular session minutes; seconded by Commissioner Wiggins. Motion carried 3-0.

The Commission approved a purchase order for Anita Watkins, Circuit Clerk, to order pre-postage envelopes.

The Commission approved an invoice to Seppelt Electric for replacing lights at the courthouse.

The Commission reviewed documents from the Collector’s Tax Sale held on August 26, 2019.

The Commission received a renewal proposal letter from the City of Memphis regarding the dispatching agreement that is set to expire November 1st. As per mutual agreement, the city proposed the service contract for the sheriff’s office to continue dispatching services for the Memphis Police Department be extended another year with the annual 2% price increase, which would raise the annual service agreement an additional $517.44. The city will pay the county $26,389.56 for next year’s dispatching contract.

Commissioner Clatt moved to accept the renewal as proposed; seconded by Commissioner Wiggins.  Motion carried 3-0.

Jon Dwiggins, representative of the Howe Company, met with the Commission to nullify the contract executed on August 28, 2019 for Project No. RRP-000S(581) due to MoDOT adding a DBE goal to the project.  A new contract including the DBE goal was executed for engineering services on the project.

Don Musser discussed dust control on County Road #551 with the Commission.

Seeing no further business, Presiding Commissioner Ebeling adjourned the meeting at 12:00 p.m.
