PLACE OF MEETING: Scotland County Courthouse Commission Chambers

The meeting was called to order at 8:30 a.m.

PRESENT WERE:  Presiding Commissioner, Duane Ebeling; Eastern District Commissioner Danette Clatt; Western District Commissioner; David Wiggins was absent; and County Clerk, Batina Dodge

Commissioner Clatt moved to approve the consent agenda; seconded by Presiding Commissioner Ebeling. Motion carried 2-0.

The minutes from February 28, 2018 were presented. Presiding Commissioner Ebeling moved to approve the regular session minutes; seconded by Commissioner Clatt. Motion carried 2-0.

John Dwiggins, representative of Howe Company, discussed the railroad crossing closure and bridge replacement project with the Commission.  Dwiggins reported that funding for the project has been approved; however, the Federal Highway Administration, MoDOT, and BNSF are forming an agreement as to who will pay for what parts of the project.

Ryan Clark, Road and Bridge Supervisor, discussed current projects and equipment with the Commission.

Diesel bids were opened and read as follows:

Prairieland FS – 2,880 gallons ULS #1 Dyed Diesel $2.391; 40,720 gallons Premium #2 Dyed Diesel $2.226

MFA Oil      -#2 ULSD Premium Boss Dyed Diesel $2.19; #1 ULSD Premium Boss Dyed Diesel $2.39

Commissioner Clatt moved to accept the bid from MFA Oil as lowest and best. The motion was seconded by Presiding Commissioner Ebeling, and carried 2-0.

Chris Kempke, University of Missouri Extension Specialist, presented an annual report to the Commission for review.

Seeing no further business, Presiding Commissioner Ebeling adjourned the meeting at 12:00 p.m.

The Scotland County Commission adjourned to meet in regular session on Wednesday, March 7, 2018.

PRESENT WERE:  Presiding Commissioner: Duane Ebeling; Eastern District Commissioner, Danette Clatt – Absent; Western District Commissioner, David Wiggins; and Deputy County Clerk, Nancy McClamroch

Commissioner Wiggins moved to approve the consent agenda; seconded by Presiding Commissioner Ebeling. Motion carried 2-0.

Commissioner Ebeling moved to approve the minutes from March 1, 2018. Commissioner Wiggins abstained.

Jeff Cline from Stu’s Crew met with the commission regarding ongoing projects and courthouse roof.

Commissioner Wiggins attended the Scotland County Extension Annual Meeting.

Commissioner Ebeling attended the Community Wide Disaster Meeting.

Jeremiah Beamer, Veterans’ Representative, met with the Commissioners to let them know that he will be at the Courthouse every 3rd Tuesday of the month from 9 a.m. to 2 p.m.

Danny Norton, SCR-1 School bus driver, discussed with the Commission and Road Boss Ryan Clark on some bad spots for turning his bus around.

Ryan Clark, R & B Supervisor visited with the Commissioners regarding ongoing projects.

The Scotland County Commission adjourned to meet in regular session on Thursday, March 8, 2018.
