Liberty Asking PSC to Approve Rate Increase
Liberty Energy (Midstates) d/b/a Liberty Utilities (Liberty) has filed an application with the Missouri Public Service Commission seeking to change the Infrastructure System Replacement Surcharge (ISRS) on the bills of its natural gas customers. The surcharge first appeared on customer bills in November 2008.
Liberty seeks the adjustment to reflect infrastructure replacement investments made by the natural gas company since June 1, 2012. These costs for natural gas pipeline replacements and relocations are not currently included in Liberty's rates.
The current monthly ISRS for the company's northeast Missouri customers is $1.65 a month. Under the proposed rate adjustment, the ISRS for a residential customer would increase to $2.72.
The company has requested an ISRS increase from $0.65 to $1.48 in the southeast district and from $1.36 to $1.76 in the west district.
Applications to intervene and participate in this case must be filed no later than July 29, 2013, with the Secretary of the Missouri Public Service Commission, P.O. Box 360, Jefferson City, Missouri 65102, or by using the Commission's electronic filing and information service (EFIS).

Liberty Utilities serves approximately 55,700 natural gas customers in Missouri. The Northeast service area includes the Hannibal, Canton, Bowling Green, Palmyra District and the Kirksville District (Adair, Clark, Knox, Lewis, Macon, Marion, Pike, Ralls, Schuyler and Scotland counties). The West service area includes the Butler District and the Rich Hill-Hume District (Bates, Cass, Henry and St. Clair counties). The Southeast service area includes the SEMO District and the Neelyville District (Butler, Cape Girardeau, Dunklin, Iron, Mississippi, New Madrid, Pemiscot, Ripley, Scott, Stoddard and Wayne counties).
