School District Projecting $80,000 Deficit Budget for 2013-2014 Fiscal Year
The Board of Education met in regular session on Thursday, June 13, 2013. President George Koontz called the regular meeting to order at 6:30 p.m. with four members present. Trinity Davis, Gary Miller and Matt McKee were absent.
The main item of business was approval of the district's 2013-14 budget. The 2013-14 proposed budget was presented to the board, with revenues that reflected a local tax rate of $3.36, using a projected, assessed valuation of $55,157,052, and figuring an eight percent reduction in State Formula dollars. The budget noted that federal dollars will see a decline as well. Revenues total $5,410,557.
Expenditures included the three-step increase in salary and full insurance benefits. Total expenditures were $5,439,126.37, resulting in a projected deficit of $82,569.37.
"We currently have a balance of approximately $2,000,000 to help us through the poor economy without making major cuts this fiscal year," said Superintendent Dave Shalley.
The board voted 4-0 to adopt the budget.
Shalley presented a current financial update for the board, reporting year-to-date revenues for the district are $5,191,646.30. Year-to-date expenses are $4,840,433.43, leaving the district with a surplus of $351,212.87 at the end of May.
"We still have June and July payrolls and end-of-year expenses," Shalley reported. "We will also see some revenues in June. This will likely leave us with a deficit at the end of the fiscal year."
The board approved new salary guidelines as presented by the district's Salary Committee. The committee proposal called for paying the full insurance rate of $557.17 for the 2013-14 school year. It called for granting all employees one step on the salary schedule while adding $750 to the base of the certified salary schedule, a raise from $27,850 to $28,600.
The same percentage would be added to the base of the non-certified salary schedules. Those employees not on a salary schedule will receive the comparable percentage raise 3.5%. Employees who have been frozen in the past but have completed education hours to move on the schedule, will be placed on the correct year. Employees holding only a vocational career certificate for trade and industrial (building trades) will not be frozen (classes not available for advancement) but must attend 3 of 5 years MoACTE annual meetings to advance.
The proposal also suggested dissolving the sick leave pool. Days will be allocated back to individuals who have donated, but not utilized, the pool and employees will be paid the rate allocated as benefits for sick days accumulated beyond the maximum level, just as if they were leaving the district, as stated in Board Policy GCBDA.
It is required, by law, that the board pass a resolution stating the budget for expenditures for a fiscal year be amended to match actual expenditures in each overspent line for the year. The board voted 4-0 to adopt this resolution.
The board voted 4-0 to establish the tuition rates for fiscal year 2013-14. The rate for K-12 tuition will be $8,234. This rate is below the annual ADA expenditure of the district, which is $8,606.
New Employee Picnic and Staff Breakfast
The new staff picnic will be August 20 at 6:00 p.m. The board-sponsored breakfast for all staff will be held in the high school commons on August 19th at 7:30 a.m.
The board discussed options for additional security measures at both the elementary and high school buildings. The board asked to explore specific options for increased building security and the overall cost of completing the project.
The board reviewed two furnace/AC bids from Ketchum Heating, Cooling and Electrical. The board voted 4-0 to accept package #2 for $7,596.43.
The board voted 4-0 to solicit bank bids for district banking.
The board voted 4-0 to accept the Prairie Farms bid for milk, Bimbo Bakeries USA bid for bread products and the Kohl's Wholesale bid for groceries.
The board voted 4-0 to purchase the new district evaluation tool TalentEd. TalentEd is a cloud-based, K-12 evaluation tool that will be established and utilized during the 2013-14 school year to evaluate district staff.
The board voted 4-0 to solicit bids for a scissor lift.
The board voted 4-0 to approve: May 16 Minutes; Offer Employment to Amanda Mohr as part-time cook; Offer employment to Kim Fitzgerald for high school math position; Advertise for school nurse; Solicit bids for basement for new building trades house.
The board voted to go out of closed and into open session for the purpose of adjournment.
