Downing City Board Looking to Fill Vacancies
The board of the City of Downing convened at 6:10 p.m. on January 7th, 2013 with mayor Alan Garrett presiding. Aldermen present were Rodney Newland, Royce Bowens, and Derek Bradley. Others present were Dezarae Kelsey, Richard Buford, and Eric Bowens.
Copies of the agenda, minutes of previous meeting, water/wastewater report, deposits & disbursements, account balances, and the budget vs. actual report for year end 2012 were given to the board members.
A motion to approve the agenda was made by Royce Bowens, seconded by Rodney Newland, and carried unanimously.

A motion to approve the payment of bills was made by Rodney Newland, seconded by Royce Bowens, and carried unanimously.
Eric informed the board that a couple of representatives came in and said that the master water meter needs tested, refurbished, or replaced as they think it isn't metering the water properly. Eric gave the board a quote on a price for a new meter, a quote on new replacement parts, and for testing the meter. Rodney Newland moved that the City go ahead and replace the meter, with Royce Bowens seconding, and motion carried unanimously.
The board went through the budget and revised it as necessary. A budget hearing will be held Monday, January 21st, 2013 at 6 p.m. at City Hall.
City Clerk Dezarae Kelsey informed the board that as of the end of February, she is resigning. Applications are available at City Hall Monday through Friday 8 a.m. - 12 noon and 1 p.m. - 4 p.m.. Applications are due by 4 p.m. January 21st. A special closed session will be held on January 21st, 2013 immediately following the budget hearing to review applications.
The City is also looking for someone to fill an empty alderman north ward position until the next election held in April 2013.
