Downing Board Agrees to Hire New City Attorney
The board of the City of Downing convened at 6:00 p.m. on April 2nd, 2012 with mayor Alan Garrett presiding. Aldermen present were Bettie Phillips, Rodney Newland, Royce Bowens, and Allen Middleton. Others present were Carolyn Anderson, Tommy Anderson, Eric Bowens, April Wilson and Dezarae Kelsey.
Copies of the agenda, minutes of previous meeting, water/wastewater report, deposits & disbursements, account balances, budget vs. actual reports, and a copy of a proposal for water and wastewater rate increases were given to the board members.
A motion to approve the agenda was made by Allen Middleton, seconded by Bettie Phillips, and carried unanimously.
A motion to approve the minutes of the previous meeting was made by Royce Bowens, seconded by Bettie Phillips, and carried unanimously.
A motion to approve the payment of bills was made by Royce Bowens, seconded by Allen Middleton, and carried unanimously.
No visitors present.
Eric Bowens informed the board that, in March, there was a leak of approximately 10,000 gallons that was repaired the same day and boil advisories issued. The same area had a leak on April 2nd, 2012, due to the line being struck by equipment while work was being done by another company. That leak was also repaired the same day and boil advisories issued. Eric also informed the board that he was officially fully licensed by Department of Natural Resources to operate both the water and the wastewater departments.
Eric Bowens informed the board that he had started cleaning out a ditch, but got stopped when the leak occurred on April 2nd, 2012, but plans to continue as soon as possible. Eric also asked the board about replacing missing and placing new stop and yield signs on cross streets to help reduce liability to the city.
April S. Wilson, attorney at law, was present to answer a few questions the board wanted to ask before considering hiring her to represent the City. A motion to hire April Wilson was made by Allen Middleton, seconded by Royce Bowens, and carried unanimously.
Carolyn Anderson announced that she has resigned effective March 31st, 2012. The board thanked her for her many years of service to the City and its constituents.
Marshal was not present, thus nothing reported.
Bids for mowing the cemetery were opened and are as follows: B & B Services (Derrick Beeler) -$5,360.00/season or $335.00/mowing; and JR's Lawn Care (Joshua Robinson -$350.00/mowing.
A motion was made by Royce Bowens and seconded by Allen Middleton to accept B&B Services' bid of $5,360.00 per season. Motion carried unanimously.
A water/wastewater rate increase proposal was presented to the board of alderman. A motion to approve the proposal was made by Rodney Newland, seconded by Allen Middleton, and carried unanimously.
A motion to raise the alderman pay to $30.00 per meeting attended was made by Allen Middleton, seconded by Royce Bowens, and carried unanimously.
No other complaints from constituents.
A motion to adjourn was made by Rodney Newland, seconded by Allen Middleton, and carried unanimously.
