MoDOT Asking City to Takeover Business 136 Following Bridge Replacement

Representatives of the Missouri Department of Transportation presented preliminary plans for the replacement of the Broadwater Bridge on Business Highway 136 in Memphis to the city council on June 3rd.

A proposed municipal agreement was presented by Rick Domzalski, MoDOT project coordinator.

The proposal calls for the removal of MoDOT bridge L-130 over the abandoned C.B.&Q. railroad and the construction of a new roadbed, pavement and a 5 wide sidewalk to the east of the pavement.

The project includes construction of all necessary drainage facilities as well as acquisition of all necessary right-of-ways for construction. The improvement will basically replace the crossing with a roadway over a large drainage tube under newly installed earthworks that will create a 3:1 slope away from the roadway meeting all safety standards for traffic.

While the city council approved of the project plans, the municipal agreement with the Missouri Highway Commission was not approved at the June meeting.

The council expressed concern about having ownership of Highway 136 being transferred to the City of Memphis by MoDOT upon completion of the bridge project.

Alderman Lucas Remley noted that he understood and agreed that the section of roadway eventually needed to become the responsibility of the city.

But the council expressed concerns about the cost of bringing the portion of Market Street from Highway 136 to the Monroe Street intersection on the corner of the square up to standards following recent MoDOT construction on that section of Business 136.

Street Superintendent Roy Monroe presented an estimated cost of $250,000 to have that troubled section of road milled down 4 inches and resurfaced.

MoDOT had performed those services last year on the approximately 7/10 mile of roadway but the results left many residents unhappy with the bumpy roadway.

The council will discuss the issue further at a special meeting June 10th and likely will meet with MoDOT representatives to discuss options for repairing the roadway prior to any further discussions about the city taking over ownership of Business 136.
