Supplemental CDBG Disaster Funding Will Pay for Bridges in Scotland County, Across State

JEFFERSON CITY Ė The Missouri Department of Economic Development (DED) announced February 17 that 11 projects in areas of the state affected by weather related disasters during 2008 have been approved for supplemental Community Development Block Grant (CDBG) funding totaling $2,739,300.

The funding was approved by Congress with the passage of the Consolidated Security, Disaster Assistance, and Continuing Appropriations Act of 2009 (Public Law 110-329), which appropriated $6.5 billion in CDBG funds for expenses related to disaster relief, long-term recovery, and restoration of infrastructure, housing and economic revitalization in areas affected by hurricanes, flooding and other natural disasters that occurred during 2008 and for which a presidential disaster declaration was issued. Missouri was allocated $13,979,941 from this appropriation.

Scotland County has been approved for $450,000 in supplemental CDBG disaster funding. The CDBG will be utilized to assist in the replacement of Bridge No. 375 in Scotland County.

The bridge spans an approximately 140-feet crossing located on County Road 253, southwest of the Highway 15, Route W intersection in southern Scotland County.

Presiding Commissioner Chipper Harris noted that the county is also being considered for an additional funding of up to $150,000 in supplemental CDBG disaster funding for bridge repairs. Repairs on five smaller county bridges were previously funded through a 2009 CDBG award.

Schuyler County has been approved for $100,000 in supplemental CDBG disaster funding. The CDBG will be utilized to assist in the replacement of seven small bridges in the county.

Other awards included:

Dixon has been approved for $25,000 in supplemental CDBG disaster funding. The CDBG will be utilized for road improvements and flood mitigation, which will result in better access to the Spruce Street lift station.

Macon County has been approved for $408,500 in supplemental CDBG disaster funding. The CDBG will be utilized for repair of County Bridge 322 in Macon County.

Maryville has been approved for $375,000 in supplemental CDBG disaster funding. The CDBG will be utilized to assist with improvements to 16th Street.

Morgan County has been approved for $200,000 in supplemental CDBG disaster funding. The CDBG will be utilized for replacement of a bridge on Meadowbrook Road.

Nodaway County has been approved for $278,900 in supplemental CDBG disaster funding. The CDBG will be utilized for the replacement of County Bridge 686 in Nodaway County.

Pulaski County has been approved for $250,000 in supplemental CDBG disaster funding. The CDBG will be utilized for the replacement of the Devilís Elbow Bridge.

Savannah has been approved for $251,900 in supplemental CDBG disaster funding. The CDBG will be utilized for the replacement of the Main Street culvert.

Taney County has been approved for $250,000 in supplemental CDBG disaster funding. The CDBG will be utilized for improvements to Boys Camp Road.

All projects funded must meet one of the following CDBG national objectives:

Low-to-moderate income (LMI) benefit: at least 51 percent of the persons benefiting from the project must be of LMI status, which is defined as incomes at or below 80 percent of the county median household income. This may be met through area 51 percent benefit, housing, job creation/retention, or limited clientele.

Urgent threat to health and safety

Eligible applicants are units of local government (cities and counties) located in an area receiving a presidential disaster declaration in 2008. Areas not included in at least one of these are not eligible for this funding.
