School Board Approves Roof Repair Project at July Meeting
The Scotland County R-I Board of Education met in regular session on Thursday, July 10. The board considered ten items during the open session portion of the meeting. Member Matt McKee was absent.
The board’s building trades committee met to discuss the sale of the district’s completed building trades home (the structure begun in 2006-07 school year). The committee suggested a floor price for the sale of the home, which has recently been advertised for sale.
The bids for the sale of the home will be accepted until 3:00 p.m. on July 23rd, when they will be opened and reviewed by the committee.
The board voted 6-0 to approve expenditure of $9,385 to replace the gutter system at the elementary school gym as well as to repair roof leak issues demonstrated throughout the elementary school campus during the recent rainy weather.
The situation was reviewed by employees of the Garland Company, which submitted the cost estimate for repairs and installation of the new gutter system.
Booster Club Proposal
Members of the Scotland County R-I Booster Club were present at the July board meeting to present a proposal for expanding the concession stand facility at the district’s football and track facility.
The project will be completely funded by the booster club.
Tax Rate Hearing
The board set the required annual tax rate hearing for August 14th at 6:15 p.m. prior to the regular meeting of the Board of Education.
Rhonda McBee, the district’s Federal Programs Director, recommended to the board that SCR-I continue to participate in the current federal programs. The district is required to confirm participation annually. The district is scheduled to receive approximately $600,000 in federal funds through the current programs. Board approval is required before the district is eligible to receive any federal money. The board voted 6-0 to approve participation in the Federal Programs for 2008-2009.
The board saved more than $30,000 of the $82,000 budgeted for the purchase of a new school bus for the 2008-09 school year when it agreed to purchase a used model.
The district’s Thomas Bus salesperson offered a 2005 model with 36,000 miles to the district for $49,000. The bus was previously owned by a church, which provided transportation but had opted out because of gas prices. The bus is a 65-passenger diesel with a Mercedes engine and is in very good condition.
The board voted 6-0 to purchase the used bus.
The SCR-I School District has belonged to the Missouri Association of Rural Education, (M.A.R.E.) for the past several years. The association was organized to aid rural schools. The association provides numerous services to its members including new board member training, workshops, legal services and meetings to help improve rural schools.
The board voted 6-0 to continue their association with the M.A.R.E. organization for fiscal year 2008-2009.
Purging of Records
“We are completely out of storage space,” superintedent Dave Shalley told the board of education. “We are in the process of cleaning out the vault in the elementary building.”
The process includes destroying old bank statements and checks. The district has reviewed the process with the Secretary of State retention manual, which indicated the standard practice simply needs to be officially documented in the board minutes.
The Board voted 6-0 to assign Tom McDaniel coaching duties for junior high football, assistant varsity, JV boys and junior high basketball.
