SCR-I Board of Education Fills Two Vacancies

The Scotland County R-I Board of Education filled two vacancies at the April 11 regular meeting, but learned of a new opening with in the district.

In executive session, the board voted 7-0 to offer employment to Dustin Harper as the new high school and junior high art instructor, and to Jennifer Beeler as a special education instructor.

The board accepted a letter of resignation from Linda Marlowe. Marlowe announced her plans to retire after 28 years with the SCR-I district.

The school board also filled a vacancy within the governing board, when the election results from April 8th were officially certified.

Board members George Koontz and Paul Campbell were re-elected. Scott Brassfield retired from the board after six years of service. He did not seek re-election. Matt McKee was sworn in at the April 11th meeting to begin his three-year term.

Five candidates sought the three positions. The board certified the following vote totals: Koontz 579, McKee 551, Campbell 540, David Kirkpatrick 416, and Chris Harris 373. Those totals included ballots recorded at both the Scotland and Clark County polling places.

Following the vote certification, the board held a reorganizational election. Koontz was retained as board president. Gary Miller was elected vice-president. Stacy Westhoff will serve as secretary and Paul Campbell will be the board treasurer.

Koontz appointed a salary committee to be headed by Miller. He and Campbell will also serve on the group that will work with staff committees to prepare salary recommendations for the district.

Parking Lot

The board reached an agreement in principal with Great River Management of Monroe City to develop plans for the pavement of the front parking lot located south of the elementary and high school. The district will pursue construction bids based on these designs.

ďThis is only to receive bids, at this point,Ē said Superintendent Dave Shalley. ďAfter the bids are received, the board will decide to pursue the project or discontinue.Ē

A+ Program

Coordinator Tom OíDonnell updated the board on the status of the schoolís pending application for A+ status with the Missouri Department of Elementary and Secondary Education. OíDonnell informed the board the district had received a letter indicating SCR-I would be recommended for A+ status at the April 24-25 Missouri State School Board Association Meeting.

ďThis means our current seniors could receive A+ benefits if they have completed all the requirements,Ē Shalley stated.

Career Ladder

Career Ladder Committee chairperson Lori Fulk met with the board to request the district continue all three stages of the program at SCR-I.

The career ladder provides stipends to instructors that perform additional tasks targeted toward student programs and education. Such projects including tutoring, before- and after-school programs; and much more. Teachers are paid at Stage I, Stage II or Stage III, based on their years of service combined with the number of years they have provided career ladder programs.

Fulk noted that the district has three teachers eligible for Stage I, nine teachers at Stage II and 19 instructors now on Stage III.

Planning Committee

The board began the process of compiling a list of prospective members for the districtís 2008 Long Range Planning Committee. Past installments of the group has joined community members together with staff and administration to devise plans and prioritize desire upgrades within the district.

A list of names was compiled during the April meeting. Prospective members will be contacted after the list is finalized at the May board meeting.
