School Board Approves Deficit Budget For 2007-08 Fiscal Year
The Scotland County R-I school colors are blue and white, but the 2007-08 budget for the district is expected to be in the red. On June 27th, the SCR-I Board of Education approved the budget for the new fiscal year with a projected $264,188 deficit.
“This anticipated budget will be partially accounted for through the district’s balances, which will be used to support the shortfall between projected revenues and expenses,” stated Superintendent Dave Shalley.
A large part of the quarter million dollars in over expenditures is due to the large capital improvement project the district undertook this summer.
The move was made possible by the district’s current positive balances. The over expenditures were actually recommended by state officials to bring the district’s finances in line with recommended balance levels.
“When the budget was being developed, a review of past budgets and projections from local staff and DESE official projections were utilized to draft the document,” Shalley stated. “The deficit budget will gradually draw down the district’s balances to the targeted 17 percent as encouraged by the legislature.”
The board members noted the financial management in past years had allowed the district the financial ability to undertake the facility improvements that students will enjoy beginning in August when the new school year opens.
The budget was approved by a 6-0 vote.
A portion of the facility upgrades included the replacement of all of the ceiling tiles at the high school.
The district received six bids for tiles for the building with bidders including Wildcat Materials, Ceiling Supply, Memphis Lumber, Hopkins Lumber, Menard’s and Lowe’s.
The bids included four different styles of tiles manufactured by Armstrong and USG. Two of the styles offered were noise-reducing tiles recommended for classroom areas.
The board discussed using general tile for the entire project but ultimately agreed to place Armstrong noise-reducing tile in the classrooms and the USG standard tile in the hallways and multi-purpose areas.
“Rather than take the lowest possible bids, the board voted 6-0 to use local suppliers which best meet the district’s needs,” Shalley stated.
The board voted to purchase the USG tile from Hopkins Lumber and the Armstrong tile from Memphis Lumber.
The board reviewed a proposal from Fire Safety Systems for a new fire alarm system. The proposal was made because the current system is full and cannot be expanded. Currently the music, Spanish and resource classrooms are not connected to the alarm system.
The board tabled the discussion to allow further review of the proposal, which included a couple options.
High School principal Ken Cross presented a proposal to the board for the installation of nearly 200 new lockers at the school. The plan calls for 98 regular lockers and 100 combination lockers.
“The lockers are needed to provide students with a secure place to store their bags,” Shalley said.
The board voted 6-0 to approve the plan, at an estimated cost of $6,822.02.
It will cost about $200 more to attend SCR-I for out of district students. The board set tuition rates for the 2007-08 school year. The tuition rate for students in grades 7-12 will be $6,893, an increase from last year’s rate of $6,718. The tuition rate for students in K-6 will be $4,935, up from $4,810.
The board received a letter of resignation from elementary school teacher Jason Hannam. His letter indicated he planned to take a position at the Moberly school district because his wife had taken a new job in Moberly.
The board voted 6-0 to offer employment to staff members Jerri Mohr, Michella Hull, Kate Walker, Beverly Daggs, Linda Hervey, Kathy Dickerson, Dennis Robertson, Linda Gray, Frank Wineinger, Eric Anders and Shelley Jackson.
Tom Matlock was hired as the assistant varsity softball coach by a 6-0 vote.
The board also agreed to an additional contract with elementary school principal Rhonda McBee to serve as the Federal Program Director for the district at an annual stipend of $4,000. To fill McBee’s former role in the special education program, the board assigned Angie Wentworth to the position of Special Education Process Coordinator /Speech Implementer and Lynnette Dyer as Special Education/ Speech Implementer.
