Council Approves Rezoning Paving Way for New Bank

The Memphis City Council cleared the way for the construction of a new bank with the approval of a zoning change. The move was made during a special meeting and a public hearing, held May 31st.

Representatives of the Bank of Kirksville met with the council to request property located on Highway 15, just north of Casey’s General Store, be rezoned from residential to commercial. The transition would allow the bank to purchase the three lots to house the new Memphis branch office.

Two days earlier, bank officials met with the city’s planning and zoning commission to discuss the proposal. Alderman William Reckenberg reported that the commission unanimously approved the rezoning proposal.

No objections to the move were voiced during the city council’s public hearing.

The aldermen voted 3-0 to approve the rezoning.

The move paved the way for the purchase of the entire north portion of the block, located on Highway 15, running from the Casey’s property line all the way to Jefferson Street.

Bank of Kirksville Executive Officer Norman Belitz presented a preliminary engineering design for the property and also displayed a proposed floor plan for the bank’s new facility. He indicated the Memphis branch bank would be modeled after the company’s newest office, located in Moberly.

“The Memphis facility will have the same basic floor plan as the Moberly bank, for any of you that have seen our bank there,” Belitz told the council. “The only difference is that this bank will be slightly smaller, in order to fit the lot size and meet the planning and zoning requirements.

Branch manager Sandy Arnold stated the design will take advantage of the location to offer entrances to the bank from the highway as well as from Jefferson Street. A drive-up ATM machine will also flow traffic onto Washington Street.
